I am an American citizen of Arab descent. Recently I became
very upset at the ploy the F.B.I. used in checking the morals
of our Congressman and Senators. Surely you could have used
any other ethnic origin to accomplish your goal. It is obvious
that a portion of the Arab world is making money on their mineral"
wealth, but it does not mean that they are criminals. Personally
I as an American do criticize your methods. We Arabs are a race

people. More than a decade ago I served in the Armed Forces
of the U.S.A. in Vietnam as an rican d as an Arab. PresentlyI am employed by G.M.C as a machine operator
and repairman. My personal eelings may not agree with all the
governments policys especially those pertaining to the Arab cause.
This letter was not written to take up much of your time or sound
threatening in any way. The investigation you performed was
duty bound, but the ethnic indentity you used was mine. This
upset me very much. This government I believe to be great, but
to use such tactics is unheard of. Why did you bother to use
any ones ethnic identity? Thank you for your time. A Concerned
Arab American Citizen.

_ The term "ABSCAM," used by the F.B.I. and the Justice Depart-ment to title their "STING" operation is an ill-conceived and§thoughtless designation, which has cast unjust and unwarranted as;=é$gpersions upon the character and integrity of all Arabs, both ArabAmericans and Arabs around the world.
We Americans have a penchant for putting a label on everything.,We are all individuals in the best American tradition as enunciated
in the oldest documents of our republic.
Our government should not be using terms that prejudice a ,Agroup or stereotype Arabs or Arab Americans. /1I
i Reflect upon the insertion of that name which characteriz s92your own ethnic, racial or religious group, such as, "JEWSCAM o A-PALSCAM." These are just a couple of the coined terms that are e-qually prejudicial designations, which, along with "ABSCAM," shouldbe relegated to the realm of racist history. Eliminate the use ofWthis term now. The upcoming Justice Department, Congressional, and?State investigations will surely take a long time, this is too longqa period for the term "ABSCAM" to be used. I am certain that withial the brain power, personnel and technology available to the gov-iernment, a more appropriate, nonprejudicial term ca?_be devised !

civil libertarians condemned the

Abscam defendants would be com-
promised if not wrecked altogether
if it could be shown that agents had
induced the six congressmen and
other public officials to commit
crimes they were not predisposed to
commit.
Thanks to an enlightened decision
by a federal appeals court, subse-
quently upheld by the United States
Supreme Court, the public has now
seen the rst of the Abscam video-
tapes that ot tormer U.S. Rep.
Michael 0. Myers accepting $50,000
in exchange for tavors he promised,
including thejntroduction of private
immigration legislation.

When the Abscam Operation was first reported by
newspaper, radio and television I thought it was a
very clever sting operation. "The F.B.I. strikes again!
The members of Congress who have taken bribes are
properly humiliated. They deserve their punishment."
However, I have thought about it a great deal, and
now I have many questions as to the legitimacy of such a
project.

would act as a deterrent for other members of Congress?

THE FBI AND ABSCAM

The FBl's handling of the Abscam investigation has raised some serious questions.
One of the biggest is, were the eight members of Congress lured into a trap?
There is no excuse for public officials who take bribes. Yet the way the cases were
built generates undeserved sympathy for the defendants.
The Justice Department says the FBI did not set out to target specific Congressmen.
Rather, the investigation evolved from a search for some stolen paintings. ln the course of
that investigation, informers told the FBI they could buy influence from public officials.
As the Justice Department puts it, the Bureau did not back away from the case.0
No one can blame the FBI for following up on hot leads. What disturbs us is the use
of middlemen to draw Congressmen into the net. There are some troubling questions the
FBI needs to answer:
-W ere the approaches to Congressmen based solely on the belief of informers that
" the men would accept bribes?
Was there evidence that any of the lawmakers had taken bribes in the past?
Did any of the Congressmen come soliciting bribes on their own, without being
approached?
V-How many others were tested, but refused to accept bribes?
We have no reason to question the evidence used in the first two cases that have come
to trial. We can't disagree with the verdicts returned by the juries. And, as we said, there is
no excuse for public officials taking bribes whether or not they were entrapped.
But, our Editorial Board believes the American people are right to wonder about the
way these eight members of Congress were caught. The .FBl should come up with the
answers. _ '
