The following information regarding the group known as
The Covenant, The Sword, The Arm of the Lord  CSA!, has been
developed through information obtained from numerous newspaper
articles in community and law enforcement sources:
The CSA is a group of approximately 90 to 120 men, women,
and children, with the majority being of teen to mid-20s in age.
The CSA was founded in 1970 and settled on a farm in Elijah, Missouri.
In 1976, the founder, Jim Ellison, a 41 year old, stocky, 5&#39;10",
white male, bought a secluded 220 acre farm from the Campus
Crusade For Christ. The farm is now the group&#39;s settlement known
as Zarephath-Horeb, and is located on the ArkansasMissouri border
approximately seven miles southwest of Pontiac, Missouri, bordered
by Bull Shoals Lake and private property owners in Missouri.

Members of the CSA are tied by a non-traditional religion
which includes faith healing, speaking in tongues, and a prophecy
which says that society will soon collapse in turmoil, and that
the United States will suffer a collapse of economy or nuclear war.
As a result, there will be chaos, and the panicked masses will
rove the country looting for food and protection. Those who are
not prepared will be a threat to those who have been preparing.
The CSA will share what they have to the best of their ability.
But, if people come to loot, the CSA will kill them. In preparation
for this, the group stockpiles food and weapons and trains themselves
in military and survival procedures. In addition to training them-
selves, the group offers survival training to the public, either
on the settlement or at various locations throughout the United
States. The training includes instruction on organization,
survival techniques, and para-military topics. Also taught are
firearms and marksmanship, repelling, foraging for food, erection
of such obstacles as punji sticks and barbed wire to detour _
looters, urban warfare, military field craft, national forest
survival, home defense, Christian martial arts, Christian military
truths, nuclear survival and rotesting.
CSA members acknowledged loose ties to the Illinois
based Christian Patriots Defense League  CPDL!.
CSA members include communists, Jews, blacks, halfbreed
Mongoloid sinners, oriental, non-white, IRS, the Federal Reserve
System, and the Trilateral Commission as their adversaries.

toward the CSA, but there does appear to be a common concern
regarding the groups pre-occupation with guns. The following

On 6/15/83, a conference was convened between
USA W. Asa Hutchinson, WDA, Ft. Smith, Arkansas, and USA,
WDM, Kansas City, Missouri, as well as representatives of
the FBI and ATF, such meeting transpiring at the USA&#39;s
Office, Springfield, Missouri.
The purpose of the meeting was to discuss the
feasibility of conducting a search of property in Marion

USA Hutchinson advised that in view of the fact
a major portion of the CSA camp was physically located
within the Western District of Arkansas, he desired substan-
tiation of the allegations prior to the time he would
authorize the application for a federal search warrant.
Subsequently, inquiries were received by the USA&#39;s
Office, Ft. Smith, concerning a proposed search by federal
authorities of CSA properties. The news inquiries indicated
that the basis for such inquiry originated upon information
issued by CSA personnel that a search was going to be con-
ducted of CSA property by federal officials; that affidavits
for search warrants had been prepared and were ready to be

In June of 1982, the CSA Group was composed of between
ninety to one hundred twenty men,women and children. As of
April, 1984, the group had been reduced to less than seventy.
Local citizens, Pontiac, Missouri, and law enforcement officers,
Ozark County, Missouri, contacted in July, 1984, stated the
group is now composed of approximately sixty members.

On July 16, 1984, contact with local citizens of
Pontiac, Missouri, and law enforcement officials in Ozark County,
Missouri, resulted in their advising that the CSA has diminished
in both size and impact. Law enforcement officials advised that

The CSA is a paramilitary, survivalist, religious
organization headquartered on approximately 200 acres of rugged,
mountainous land in Marion County, Arkansas, and subscribes to
the "Identity" religion which professes belief that the white
race is God&#39;s chosen people and that Jews, blacks and orientals
are inferior. Its leader is JAMES W. ELLISON, who refers to
himself and is referred to by his followers as "The King of the
Ozarks." ELLISON claims this title was bestowed upon him during
a prophetic revelation. ELLISON&#39;s mailing addresses are Route l,
Box 128, Pontiac, Missouri, and Route 1, Box 15, Oakland, Arkansas.
The CSA is known to stockpile large quantities of weapons, explo-
sives, incendiary devices, and ammunition. CSA members have been
involved in violent confrontations with law enforcement authorities.
The most widely publicized incident occurred on June 30, 198%,

is a paramilitary, survivalist group which professes a belie!
in the Christian IDENTITY MOVEMENT, a fundamentalist doctrine
which believes that the Aryans, and not the Jews, are the
chosen people of God. they also believe in the inferiority

Numerous records connecting the CSA to the ARYAN
NATIONS and other similar organizations;
Numerous knives with blades of nine inches or
longer  a similar weapon was used in the homicide
of CARRIGAN!;
Financial records;
Ninetyfour long guns, 30 handguns, approximately
35 machine guns and sawedoff shotguns, and one
heavy machine gun: and,
Two improvised land mines, approximately 25 destructive
devices  one booby trap!, approximately 40 improvised
hand grenades, approximately 320 blasting caps,
approximately 4,000 feet of detonating cord, approximately
50 sticks of dynamite, approximately 38 kinetic explosives,
three and one-half blocks of C-4 explosive, safety fuse,
military trip flares, smoke grenades, black powder,
smokeless powder, and several hundred thousand rounds

All arrests in this matter were made without incident,
and no injuries were incurred by law enforcement, the defendants,
or civilians at the compound site.

Arkansas.The purpose of
a summary of the Hostage
with regard to a search
compound in Mountain Home,
On 3/28/85, I was telephonically contacted by
Assistant Special Agent in Charge  ASAC! DANIEL E. KELLY,
A of the Little Rock Office. He advised me that the Little
Rock Office, working with the Bureau of Alcohol, Tobacco
and Firearms  ATF!, was planning to execute a search warrant
for the CSA compound in Mountain Home, Arkansas. He further
advised that an arrest warrant would be issued for JAMES
ELLISON, based upon violation of the Federal Firearms
Act/Conspiracy. ASAC KELLY indicated that the CSA compound
was a heavily fortified position, consisting of approximately
20 buildings in a remote area of Arkansas. This compound
was occupied by as many as 100 individuals who were extremely
well armed with automatic weapons and in possession of
rockets, land mines and other explosive devices.C!

REVELL and requested permission to dispatch an advance
team to Little Rock, Arkansas, to provide analysis of the
situation.
On 4/l/85, Supervisory SSA
0 t e HRT, travelled to the Little Rock. Division
to confer with Special Agent in Charge  SAC! JAMES T. BLASIN-
GAME and his staff concerning this operation. HRT training
at the FBI Academy began to focus on rural operations,
with emphasis on the covert establishment of perimeters
and night patrols./

By 4:45 a.m., the entire perimeter had been estab-lished around the three compounds, and no compromises hadbeen effected on any of the elements. At approximately5:15 a.m., a twoperson armed patrol was observed to comeout of the main compound and approach a sniper positionlocated to the northeast. This sniper position was advisedto hold its position, maintain its cover, identify themselvesa§~PBI and to instruct the two patrolling individuals togo back into the compound. When these individuals approached&#39; &#39; oximately U meters of the sniper position,wi iSA dentified himself as FBI and instructedthese two in ivi" s to go back into the compound. Sfter, at 5:35 a.m., an individual identified a&#39;ndicated by s utin ut to the perimeter that hewante to negotiate. hen was instructed to comeout of the compound an 0 walk east on the ro d u tothe position of the HRT command vehicle. wasdetained on the main road by HRT personnel. in icatedthat JAMES ELLISON desired to negotiate an a over thesituation. He further advised that the plateau and valleycompounds were, to his knowledge, unoccupied. He furtheradvised that all individuals residing at those compoundshad been pulled into the main compound for their safety,inasmuch as they expected the FBI to come and execute asearch warrant. At that time, I instructed that the valleyand plateau compounds be cleared and secured by FBI SWATpersonnel. This was accomplished without incident in very
short order.

It became necessary to establish hardlinecommunication between the main compound and the forwardcommand vehicle, which was then located at the valley
c m d &#39; d &#39; &#39; o poun main roa . It was impossible to use the FBI hostagenegotiation phone due to &#39; &#39; &#39; d range; therefore,HRT personnel provided t  field telephonethat he could carry back in o e omp nd for negotiation
purposes.It should be noted thatnvlas advised earlyon that the FBI had a warrant to searc the CSA compound,the valley compound and the plateau compound and an arrestwarrant for JAMES ELLISON. Furthermore, any other individu-als for whom warrants were outstanding would be arrested.Those individuals not arrested would be transported, atGovernment expense, to a hotel or other facility during
the search of the compound and would be 0 o returnthereafter. It was also pointed out to that thearmed CSA patrol that approached the FBI position wasinstructed to return to the compound, and that was an
&#39; dicator that the FBI did not come there to harm anyone.requested that JAMES ELLISON be allowed to come out
anpeak face to face with ASAC COULSON concerning thismatter. Telephonic contact was established between ASACCOULSON and ELLISON. During the course of the first dayof negotiation, two women and six children came out ofthe compound and were turned over to Little Rock agents
for interview.
On 4/2l/85, acting under the authority of SAC,Little Rock, who had conferre &#39; C&#39;s Oklahoma Cityand Omaha, ASAC COULSON and SA at 9:11 a.m., metin a secure position on the road in ront of the CSA compoundwith JAMES ELLISON. Discussions were conducted regardingthe nature of the search and who would be charged as aresult of the se rch. ELLISON requested that he be allowedto talk with one pastor of the Elohim City,Oklahoma, compoun . It ecame apparent during the negotia-tion process that no progress could be made for the saferelease of individuals within the compound unless JAMESE SON had an opportunity to meet and confer withELLISON had indicated throughout the negotia!ions|a re were those present within the compound thatwere not his followers and would not submit to arrest. He expressed his very strong desire and willingness to
assist the FBI in this matter. He was thereafter allowed
to mee wth ELLISON in the presence of ASAC COULSON andSlxhe was brought back out to the FBI Command
Pos area, where he was again debriefed and expressed his
willingness to go into the compound to offer his influence
and support of JAMES ELLISON in bringing out the remainder
of the individuals inside the compound. A decision was
reached to allow him, in fact, to go with ELLISON into
the compound to provide him with support and counsel. He
was instructed to telephonically contact ASAC COULSON every
30 minutes, which he in fact did. He was further instructed
that he should come out of the compound at 3 30: p.m. He
requested telephonically an additional half hour, inasmuch
as things were going well, and &#39; ved the situationcould be peacefully resolved .  e out at

ELLISON was immediately taken into custody by ATF agents.
The evacuation of the compound and the removal
of the women and children took a considerable amount of

time, inasmuch as they had to be transported with their
belongings while appropriate searches were also made. At
1:30 p.m. on that date, the HRT instituted a clear and
search for persons and booby traps of the CSA compound.
At 3:24 p.m., this clear was completed, and an interior
perimeter was established by HRT personnel. This perimeter
was maintained until 8:30 p.m., when it was turned over
to FBI SWAT elements. This perimeter was in support of
combined FBI and ATF search teams, who instituted on the
afternoon of 4/22/85 a detailed search of the entire CSA
compound.
At 8:00 a.m. on 4/23/85, the HRT took over the
perimeter duties at the CSA compound, again in support
of FBI and ATF search teams. At 3:00 p.m. on that date,
HRT personnel were relieved by Arkansas State Police offic-
ers. Based upon the concurrence of SAC BLASINGAME and
FBI Headquarters, the HRT was instructed to return to the
Washington, D. C.  WDC! area. One element of HRT operators
returned by U.S. Air Force  USAF! transportation on 4/24/85,
with the remaining elements returning on 4/25/85.

The CSA has been the subject of continuing investigation
by the FBI and the Bureau of Alcohol, Tobacco and Firearms
 BATF! due to their propensity for violence, and their alleged
manufacture and possession of illegal firearms and explosives.
Further, FBI investigation has revealed probable ties with
other white supremacy groups, such as The Aryan Nations.
Information provi b Little Rock Division to SpecialAgentsgnd   Criminal InvestigativeDivision regarding the CSA resu te in a request for Laboratory
assistance in the search of a heavily fortified compound
occupied by this group in NorthCentra s. This operationwas scheduled to begin on 4/17/85. SA dvised that
jurisdictional problems were anticipatedmsihce the operation
was to be a joint FBI-ATF effort, and as of 4/l6/85 a decision
had not been made regarding which agency would take custody
of evidence seized in the search.
On 4/l6 8 e rm TUnit and SAs 9 QilxplosivesUnit, travele gin area for
the CSA operation. A planning conference held on 4/17/85
revealed that the operation would involve the arrest of James
Ellison" leader of the CSA, and the execution of a search
warrant on the property occupied by the group. This property
actually consists of three separate locations which were
identified as the Valley Compound, the Plateau Compound and
the Main Compound. It was anticipated that large quantities
of firearms and explosives would be found at these locations.F a s oolmarks

of the prime scene would have produced a great deal more
information regarding the CSA and their affiliates. The
discovery of two FBI fugitives, associated with the Aryan
Nations group, inside the CSA compound serves to prove the
association of many white hate groups in the U.S. and indicates
the necessity for an intensive, long range investigative
effort. ATF efforts seem to be more limited in scope.

adjacent the Turner Turnpike, approximately 12.5 miles east
of the Oklahoma City gate, Oklahoma area.

The Govenant,the Sword,the Arm of the Lord  GSA! is
a paramilitary, survivalist group which possesses a belief in
the Christian Identity Movement, a fundamentalist doctrine which
believes that the Aryans, not the Jews, are the chosen people of
God. They also believe in the inferiority of racial and ethnic
minorities. rhe USA is headquartered on a 224-acre compound in
Marion county, Arkansas, near Mountain Home. The GSA is led by
one James mllison, a self-styled minister. Ellison was arrested
during a search of the USA compound on April 22, 1985, and on
July 17, 1985, he was found guilty of racketeering and mail
fraud. He was sentenced to 2O years in prison.
During the search of the Gdk compound, numerous weapons
and explosives, as well as computers and communications
equipment, were recovered. as a result of the search and the
cooperation of certain defendants, a total of 14 individuals
have been arrested. Additionally, four individuals who were
former GSA members, were indicted in Seattle, Washington, during
April, 1985, along with members of Ihe Order.
ihe GSA has been implicated in such crimes as the
firebombing of a church which caters to homosexuals, the arson
of a residence for profit, the bombing of a Jewish community
center and a gas pipeline, the robbery of a pawnshop and murder
of its owner, theft of vehicles, and numerous weapons
violations.
Additionally, information developed during the racketeering
trial of Order members in Seattle, Washington, shows that
Ellison may have received w3OG,GOO obtained through robberies
committed by Ihe Order.
