of bombings that occurred in the Birmingham, Alabama area
during the early 1960's. We appreciate the cooperation you
and your office have given us over the last several weeks.
However, there is additional information which we need to
assist us in that investigation.

in Hr. Becks letter, which is in effect a narrower
request than the prior oral request received by you '
inasmuch as some of the coverage involved in captioned
matter was in effect in 1964 and 1965. However, while
further information, i.e., that regarding coverage during
1964*1965 need not be volunteered, Mr. Bax1ey's staff
should not be misled into believing that the 1962-1963
coverage constituted all coverage involved.

Alabama State Investigator BOB EDDY, who is conducting,
' Office investigation for Alabama Attorney General BILL BAXLEY s
in captioned matter and who has authority to request infor-
mation from the Birmingham FBI Office, furnished the enclosed
article, apparently written by Dr. EDWARD R. FIELDS of the
National States Rights Party. This article,which contained
a reprint of a letter to Dr. FIELDS dated 2/20/76, from
Attorney General BILL BAXLEY, was addressed to GEORGE BECK,
Deputy Attorney General, Montgomery, Alabama, postmarked
5/1/76, at Carlsbad, New Mexico. The article was received

DETAILS:
The Birmingham Division has advised that on
9/26/77, a Jefferson County, Alabama, grand jury indicted
Robert E. Chambliss, charging him.with four murders in _
connection with captioned matter. BAPBOMB is the code
word for investigation regarding the bombing of the 16th
Street Baptist Shuroh, Birmingham, Alabama, on 9!l5/63, < -J
resulting in four deaths, personal in to 16 others and
damage of

No FBI investi ation was conducted regarding thechurch bombing on 6/29/5%; however, extensive investigation-
was conducted by the FBI regarding captioned case. The -
file indicates that a small group of Klansman, one of whom
was Robert Chambliss, was identified as prime suspects.
The final results of investigation were insufficient to
sustain prosecutive action and investigation was closed
in January, 1973. .
A At the request of the Attorney General of the
State of Alabama, and after appropriate clearance with the .
Department, we began furnishing information regarding the
results of our investigation to the Attorney General in '-
December, 1935. At the time of his request for information,
the Attornev General advised his staff had " is about20 suspects, two of whom were Chambliss and The
Birmingham Office advised at that time that o spects
had been thoroughly investigated in instant matter.

RESOLUTION
WHEREAS, the Sixteenth Street Baptist Church bombing was the moat
heinous, unsolved crime in the history of the City of Birmingham; and,
WHEREAS, the first degree murder conviction on November 18, 1977 in
the case of the Sixteenth Street Baptist Church bombing is an historic
event which, for many, confirms our belief in the righteousness and humanity
of our American system of justice; and,
' WHEREAS, the investigation of the case proceeded in the face of
staggering obstacles, ehich resulted tron the passage of many years since
the occurrence of the crime and the wide d1sper5iOn of evidence among the
several law enforcement agencies involved in the original investigation;
and, _
WHEREAS, the successful prosecution of this case was finally made
possible when United.States Attorney General Griffin B. Bell and the Federal
Bureau of Investigation Director Clarence H. Kelley made available the files
and evidence in the possession of the U.S. Justice Department, which in
combination with evidence held by the State of Alabama and the Birmingham
Police Department, provided the necessary comprehensive body of evidence
to achieve a conviction.
WHEREAS, this conviction is the culmination of a vast amount of work
on the part of Attorney General William J. Baxley and his staff, with the
cooperation and assistance of the Birmingham Police Department and its Chief,
James C. Parsons, and particularly the diligent, patient and painstaking
work of Captain Jack E. Lerand and Sergeant Ernest H. Cantrell, who have
engaged in this investigation since 1975.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of
Birmingham that we do hereby officially commend and congratulate Attorney
General William J. Baxley for his leadership in the prosecution of this
investigation and trial; and,
BE IT FURTHER RESOLVED that we do hereby officially commend and
congratulate the Birmingham Police Department and its Chief, James C. Parsons,
and in particular, Captain Jack E. LeGrand and Sergeant Ernest H. Cantrell for
their diligence and special professional competence in the conduct of the
daytoday detail of this 1ongterm investigation.,

inirmingham Office contacted the Office of the Attorney
General, State of Alabama, which is conducting an ongoing
investigation in this matter. On February 13, 1978,
George Beck, Deputy Attorney General, State of Alabama,
requested that FBI reports not be released to ABC News
as their dissemination could hamper the State of Alabama's

BOMBING MATTERS
On May 1, 1978, Attorney Arthur Hanes, Sr.,
who represented Robert Chambliss during his state trial,
telephonically advised the Birmingham FBI Office that
Chambliss wife had relayed a message to him Hanes!
to give to the FBI. This message was a request from
Chambliss that he wanted to be contacted by the FBI.
rt Chambliss was contacted on May 9,Robe1978 by Special Agent and; Kilby Prison, . , tgomery,
Ala ama r his request. Chambliss mentioned his
poor health and his need to get out of prison before
his health deteriorates any more. He said he was
innocent of the 16th Street Church bombing in
September, 1963; however, he was unable to furnish
any pertinent information as to the identity of the
perpetrators of the church bombing or any new infor-
mation which might be of value in identifying the
individuals responsible for the church bombing in
September of 1963.
