Re FBI Laboratory report August 10, 1950.
With respect to specimens Qcl and Qc2 which are both photostatic
copies and your comments that it was not poes-ible to reach a conclusion on
comparison of the typewriting on Qcl, Qc2 and Kl because detail has been lost
in photostating. There are submitted herewith the "originals" oi identical
material to that of which Qcl and Qc2 are photostatss These were passed out
on the Senate floor at the time or licC;.r'tlry's speech on July 25, 1950, and
secured by an informants
It is requested that the typewriting on each of these be compared
with canparable typewriting on one nether and on each with the typswritingon B to determine if a common typewriter Ig used in preparing any oi the X
I8-trille .
It is also requested that full details be provided as to the type
oi reproduction process which was used in preparing the Report of Investigation
including description oi type of machine used, and whether any indication work
done at Government Printing Office.
It is also requested that further examination of date stamp
impression be made, with a view to determining how it was placed on docummt,
whether from an actual rubber stamp, by tracing, by drafting with a copying
stylus by tree-hand drawing or any other such method.
It is alo requested that it be determined if possible whether the
imprint "COP!" "33 rubber-stamped, printed or otherwise placed on the paper.
It is also requested that the paper itself be examined for any
indication as to source and availability-
Any other examination believed productive by the Laboratory as to
the origin or manner oi preparation of the Report of Investigation should be
conducted.

PURPOSE: To record telephonic instructions given to
Office yesterday regarding contact wii-in-.92I.@lty Review Board.
QCKGROUND: Supervisor Iashi-Baton Field Office,
Keay at 1:30 P.M. yesterday and advis him that they were preparing to start
their investigation of the captioned utter at the Loyalty Review Board but had
ascertained that Beth I. Richardson, Chairman of the Loyalty Board, was out of
town and that L. V. ileloy, Executive Secretary of the Board, was sick; that R.
J. Farm, next in command, was also sick leave and the person presently incharge was a minor official, * Iashington Field wanted to know
whether to contaot_--1' iir. Keay then at that tile to ascertain
where Seth I. Richardson actually was to determine whether he could be located
for interview and, if so, to have him interviewed; to also ascertain what
lIcloy's condition was so a determination could be aade as to whether he could
possibly be interviewed. Subsequently a teletype was received frcln IFO at
4:39 P.1l., advising that they had ascertained Richardson was on leave camped
in the woods somewhere outside of Ellsworth, Kaine, out of touch with civilisati
and not expected to return for about two weeks; that L. Y. Holey was suffering
from coronary thrombosis and was constantly in bed and not in any condition to
be interviewed and that ii. J. Finn was on sick leave for an irefinite period.
ITO pointed out that it was felt dealingsshould not be had with any inferior
officials at the Loyalty Review Board since they would probably not feel free
to make material fully available in the absence of their superiors and that

was contemplated until Richardson or Ieloy became available pending advice from

In view of the urgency of this investigation, the fact that there was
every indication that neither lleloy nor Richardson would be available for inter-

: It is noted that Seth I. Richardson com tiln ego
communicated with the Bureau desiring an investigation of the so-called "leak"
in the Loyalty Review Board which the Bureau refused to conduct and it is
felt he would be a logical person to interview as to any suspicions he my
have as to the identity of the unknown subject in this case. However, it is
felt that the interview with Richardson should be conducted by the Iashington
Field Office since that office is completely familiar with the background of
this investigation end, accordingly, it is recommended that we take no steps
to try to locate Richardson in lleine and hold in ebeyance any interview with
him until he returns to Iashing-ton.
