Institute of International Information. This memo stated thatthe NY "Herald Tribune" reported that on 8/P9/Z6 a new organieat
ihe American Institute of International Information, had been
formed which was headed by Gen. William J. Donovan. . .
The purpose qf this organisation, according to abovearticle, was to qfer for sale to government agencies, libraries,
educational institutions, newspapers and any other who might 7desire the fullest information available on a specified subject.

organisation who were later installed in the State, For and

that Allen Dulles, the brother of John Foster Dulles, was a

The Iashington "Evening Star" for 6/1?/4? carried
an article entitled, "This Changing Iorld". This article
stated that the authors of the memorandum for organization
qf a security and counterintelligence organization in the seize
Department had very advanced ideas. For example they main-
tained that the empioyment of fellow-traveiers and "so-caiied"
subversivss was not the security risk it had been painted,
since they could provide important and useful injbrmation.
This was the argument used by Maj. Gen. Iilliam J. Donovan
when he was asked why he used this kind of person in OSS.

On 4/P2/Z8 Bureau Agents overheard Peter Hoguet,
an attorney, say that on 4/Pl/Z8 Gen. William Donovan had
contacted him and suggested that plans for the Americanisation
Day Parade, which was to be held 5/l/Z8, be cancelled. Hoguet
believed that Donovan was sent to him by Julius Ochs Adler,
publisher of the New York "Times", who was pressing cancellation
because of an attach in the "Daily Worker" on Adler. Hoguet
l was to confer with Donovan on the participation of the 69th
Regiment in above parade.

The Norwalh, 0onn.,-qorwalk Hour" newspaper for
9/24/to carried a news item which stated that a reporter
from that newspaper had conducted an interview with Gen.
Ivan Tbdorov who fled from Bulgaria in December 194? and
was employed as a sexton at St. Paul's Episcopal Church in
Norwalh. During this interview Ibdorov stated that a few
months prior to the Bulgar-German alliance he Todorov!
had an interview with Col. Donovan of 088 and Gen. Dascalov,
lnister of War. Donovan was attempting to forestall the
impending alliance. Ybdorov agreed with Donovan but Gen.
Basaalov disagreed, a treaty was signed and the Germans came
in, throwing out the government.

subpoena the diary of'the late Defense Secretary James Forres-

nent which he said was on answer to criticism of 088 by an
assistant attorney general regarding the Amerasia case. ooring
said that Gen. Iilliam Donovan, 088 director, informed of the
results of the investigation, roused Edward R. Stettinius,
then Secretary of State, out of bed and held a conference with

nault headed in China had been the cause of great concern to
him. He stated that fO11Owing the British recognition qf
China, several pilots tried to deliver planes belonging to

ling this matter for Chennault in China.
Congressman Judd mentioned a story which Duncan Lee
had told to Elizabeth Bentley regarding a conference attended
by Lee, Hr. Hoover, Admiral Leahy and the Joint Chiefs qf
Stdf, during the war years, at which time the question arose
as to whether our Gov't. would permit NIVD Agents to cone to
this country and yr. Hoover took the position that-there were

In the spring of 1952 a name check request was re-
ceived from G-2 for information of a subversive derogatory
nature contained in Bureau files concerning Iilliam J. Donovan.
A review qf Bureau,ji1es revealed a quantity of material per-
taining to Donovan and his_activities in connection with 085
during Iorld Iar II, however, it was noted no information of
a subversive derogatory nature concerning Donovan was contained
therein.
It was recommended that G-2 be advised that no in-
formation appeared in FBI files pertinent to their inquiry.

Cboperative Agreement which was referred to by US as the "Friend-
ship" agreement and by China as 8400. .
lhis reference sets out data concerning disagreements
between Admira1.Hiles and Gen. Donovan with regard to the 088
portion of SACO as administered by Admiral Miles. Donovan re-
lieved Admiral Miles of his OSS duties in December 1943 as
Dcncvan felt that since Hilee performed many duties purely
a Naval qficer he could not be qf use to USS.G8
Ihile in China in December 1943 Gen. Dvnovan had a
conference alone with Tbi-Li, at which time Gen. Donovan stated
that he was not satisfied with the return he was getting for
US enpenditures. In October 1953 Donovan was serving as Aa-

purpose. In view of the lapse of time involved, it is most unlikely that disclosure
of any of the material involved would jeopardize any current Bureau sources or _l operations or would otherwise warrant classication under terms of the existing
guidelines as set forth in Executive Order 11652 . Our main concern would be to
not release any material which would represent an invasion of the privacy of the
various individuals involved. It is unlikely that much material of this type would
be involved, however, since the files would consist almost entirely of copies of
official correspondence mem oranda or letters between the Bureau and other
agencies!. -

The VSS has not been the subject of an investigation
by the FBI and our les reveal no derogatory information concerning
it. It was the intention, in 1948, that the USS would be organized
into chapters oi fteen or more persons in any county, city, town
or village throughout the country and was to be an "entirely civilian
organization. " No additional pertinent iniormetion has been received
concerning the VSS since that time.
A copy of this communication has not been sent to
the Attorney General.
