was such a leak. He said that on one occasion an individual

statement was made subsequent to a phone call he had made to'
the New York Office- NYO! of the FBI in which he reported a
conversation he had overheard in a bar room. He explained that
after giving thought to the above, in his opinion, it did not
constitute a leak and was no more.than a coincidence,

On September 1, 196s,| _, I[:::::l Chicago, Illinois, advised that his wife and himself
"had"heardfon"CHael7Television, Chicago Station WBKBTV,
at about 11:10 p.m., September 1, 1968, what they believed
to be a short-wave message to the effect that the assassi-
nation of Edward Kennedy as planned. This message was
described as o - e exact text

ous People," which had been made available for vie ' 'Chicago at 11:00 p.m. on September 1, 1968. Mr.[:%i%f:i%]
advised.that at 11:18 and 35 seconds p.m. in that show techni-
cal difficulties at the television station had produced
brief static and an audio override of some of the sound
from a tape recording which was being prepared for the show
entitled " ' 's Guerrillas" for showing on September3, 1968. Efiffiijj explained that because of this difficulty
the words "assassination of Hitler" were heard on the audio
portion of "Three Dangerous People." Mr.[:::::::]advised
that this undoubtedly was the technical difficulty referred
to and stated that there was no mention of Senator Edward
Kennedy or any interruptions or interference in this show,
other than that reported above.

brothers that attempts on their lives were being prepared.
I have already -written you a few letters to the above address
_ but I had never had a reply. I had cautioned your brother
J'.F. Kennedy on November 19, 1963, and I had cautioned your
brother Robert Kennedy on March 21, 1968. If you listen now
to Bubert Humphrey, the Vice President, who wants you to be A /
Vice President when he will be elected President and [if]
you undertake something against President L.B. Johnson, either
to stop the war in Vietnam or to protect the Black, then be
careful, because you, too, will be sent to Kingdom come. I
kindly ask you to reply to me and to let me know whether or
not you have received the letters prior to this one. I will

- The item in question reflected that Senator Edward M¬pKennedy_had unseatedSenator Russell Long for Assistant Senate Dematic Leader. ,
This item was received on the UPI mac e in our Teletype Room at
11:38 a. m. today. The original which is attached was timestamped in the
Directors Office at 11:47 a. m. The copy, also attached, was received in
Mr. Tolson"s Office at 11:48 a. m. The messenger run which delivered these
messages is set up on a seven minute interval. The messenger picks up material
in the Teletype Room, stops at Mr. Bishopfs Office to see if there is anything for
the Director and immediately delivers all material he has to the Director's Office.
After leaving the Directors Office, if he has anything from the Direct0r*s Office
for either Mr. Bishop or the Teletype Room, he leavm this off en route to
_Mr. Tolsons Office. If the Director*s Office has nothing for Mr. Bishop or -
the Teletype Room on that particular run, the messenger proceeds straight from
the Directors Office to Mr. To1sons Office. It appears that this is what hap-
T pened on this occasion.

to the General Investigative Division at 7:12 p. m. , that they had received

matter came from the Public Information Office of the Department; that we
had no information of the existence of such a person and that we were making

UPI release 1/ 18/ 69, indicated Fairfax
County Virginia Police at the request of the
FBI, had ordered a patrol car to remain in
the immediate area of Kennedy's McLean,*
Virginia home "until further notice. "
Our Richmond Office was not involved
in this matter and attached indicates WFO
upon inquiry by Fairfax Police Department
merely related facts of the threat and gave
no instructions whatsoever as to how local
authorities should handle same.

is in a position to furnish reliable information, furnished

After reading in newspaper the current publicity
concerning threat against Senator Edward Kennedy Source said
he was prompted to advise the Federal Bureau of Investigation
concerning the identity of a recent guest at Holiday Inn,
Carrier Circle , N§:y1-acuse, New Yogg, who was a mental patient
and who made a pérson to per o tele hone call to the Senator.
Motel records disclose that| |Room 174, made b6
call to Senator Kennedy at Waslngton, DaCa~, telephone {MC
number 202-224-3-121, at 3:40 P@M=¢ on January 13, 1969
telephone operator 533!.. Call was of one minute durations
|:|was guest at motel from December 26, 1968
to January 14, 1969 and was on a rehabilitation leave from
Marcy State Hospital, Marcy, New York. She was contacted 1,6
daily by her brother and father who livein the Syracuse, ibvc
New York area, The motel registration card identified her

Complainant stated that he is a student at the
George C. Marshall High School. He is employed on a part-
time basis as a busboy for the Evans Farm Inn, 1696 Chain
Bridge Road, McLean, Va.
During the course of work this date, complainant
stated that about 4:00 p.m. this date he heard another
busboy name unknown! state that he had sent fifty 0!
letters-to Senator KENNEDY and if he were caught he unsub!
could "get life".
Complainant did not know the contents of said
letters but assumed they were of a threatening nature in
lieu of unsub's remark about a life sentence.
Complainant can be contacted after 3:45 p.m. at
his residence.

Agent of the Federal Bureau 0 vestigation that
he is a student at The George C. Marshall High
School, Falls Church, Virginia. He said he is
employed part time as a bus boy for the Evans
Farm Inn, 1696 Chain Bridge Road, McLean, Virginia.
He acknowledged telephonically reporting
having overheard another bus boy state he had
50 letters to Senator Edward Kennedy and that
were caught he the other bus boy! could "get
and that because of this statement he assumed
letters were of a threatening nature.

a word or two of a conversation between two other bus

but does not get along well with other bus boys and
they left the table.

He later complained at home about the other
bus boys being antisocial. To support this complaint,
he made up the story of having heard the boy say he
had sent 50 letters to Senator Kennedy and the -
assumption they were of a threatening nature, which
he told his father. His father insisted.that he
call the FBI, which he did.
He said he wanted to retract his telephone
conversation and apologized for having caused trouble.
He advised he now realized the serious nature of his
falsehood but had not considered the possible consequences.
He said he had admitted this to his father. He said
he has not worked at Evans Farm Inn since February 9, 1969.

making fa se statements to law enforcement officials.

tection, and to fall within the category or categories checked.

including foreign government officials residing in or planning an imminent visit to the
U. "S., because of his official status. '
2-:1 Has attempted or threatened to redress a grievance against any public official by other
than legal means.

participant-. in communist movement; or has been under active investigation as member '
of other group or organization inimical to U. S.

5. [£1 Subversives, ultrarightists, racists and fascists who meet one or more of the following
criteria:
a! C] Evidence of emotional instability including unstable residence and
employment record! or irrational or suicidal behavior:
b! K] Expressions of strong or violent anti-U. "S. sentiment;
c! Prior acts including arrests or convictions! or conduct or statements
indicating a propensity for violence and antipathy toward good order
and government. ~

was conspiring to kill Ted Kennedy. He could; however, furnish

the Sheriff's Office representatives concluded that
