Ir. Ostholtho, Los Angeles, telephonicslly advised at this time
that in accordance with Bureau instructions about ten days ago to go
ahead with an open investigation of the construction of the Flamingo
Hotel and any possible irregularities on the part of CPL personnel, that
he plans to start this next Monday in this connection. Hr. Ostholthoplans to gm Francisco llonday and have Agents go to Reno at that time
to tab: to and he is also having Agents in Los Angeles go into CPArecords ting the same time. He stated he wanted to be sure before
he goes ahead that they Iauld have the backing oi the GPA in Washington
in getting the records. '
The observation was made by Ostholthofi that it appears the CPA
hearing ma een a cover-up as they obviously did not present muchof a mse.m|CPA investig d stated before the hearing thatthey had an open d shut wse. d also stated he had the blue
prints which showed that there were o separate buildings and they should
have constructed only one. Mr. Ostholthofi stated he did not know whether
the blue prints were introduced at the hearing. It was also pointed out
by Ostholthoff th ble perjxu-y may develop in view of the agreementwhich was made in mom that the Webb Construction would testify

and his associates maintain that the same constitutes merely one building and
they have planned connecting all three buildings by walls and roofs at an expen=

- project so that no one will be able to ooserve the construction from the street.

The CPA officials made available a copy of the transcript of the minutes of .e
hearing held in connection with the constructiop_of the Flamingo Hotel.ihey eta ed
tnat everything in their files was contained in the transcript except the plansfor the Flamingo Hotel which were in the possession of one of their investigators
handling the matter at the present time at Lae Vegas. Mr. Ostholthoff advised
he was to have a further conference with the GPA officials and would endeavor to
obtain from them an opportunity of reviewing the complete file in the case.
Mr. Ostholthoff was advised that arrangements had been made with the CPA officials
in Washington so that complete cooperation would be afforded and that it was not
to be limited to merely making available the transcript of the hearing. Mr. 0sthol-
thoff will contact the Bureau in the event any difficulties are encountered in
obtaining access to the complete file. He stated that apparently they were not
available at San Francisco but that the mrial photographs obtained by the Bureau
of the Flamingo Hotel would probably be adequate for Bureau purposes.
