could be located in the files of these three agencies. The
'e:hibitbears what purports to be a date stamp of the Investi-
gations luision, Civil Service Commission. No date stamps qfthe CSC were found during the investigation similar to the oneppedrinp on.IcCarthy's exhibit." It was noted also that the
exhibit on page two characterizes the United American Spanish
Aid Committee as having been cited by the Attorney General.
The exhibit is dated September l, l948, whereas the United
American Spanish Aid Committee was not cited by the Attorney General

loyalty reports and which we have ascertained was taken by the

statement in its files, indicating that SenatoruicCarthys sourceis apparently not within the CSC itself. The mile, as -
presently maintained by the State Department, s up in four
fo o these folders actually contain the statementqf and it was'particular1y interestini to note thatone af em had the Bureau s reports and the tatement
arranged in the same sequence as they appears n enator.HcCarthy's
"exhibit." These four folders have been traveling back and
forth between the State Department and the Loyalty Review Board
but it is interesting to note that from February 2; 1950, to
.Iay 25, 1950, they were in the possession of the Loyalty Review
Board. Senator.HcCarthy originally began his charges against
the State Department on February 20, 1950. From February 2, 1950,

During the course of our investigation we have not
interviewed the Ebnorable Seth I. Richardson, 0hairnan,.Loyalty
Review Board; L. V..Ieloy, Executive Secretary; ornr. James I.
Hatcher, Chief, Investigations Division, CSO. It was ascertained
that Richardson is "camping out" in the.Mine woods out of touch qf
civilization. Ueloy is sufering_fron a heart attach and his condition
will not permit an interview with him. Eatcher is on leave in Canada.
However, it is doubtful whether these wen would be able to provide
any information without reference to their files and we have
examined the appropriate files at the U80 and the Loyalty Review
Board and have discussed the matter with qficials presently on
duty at these agencies-
