RE: INTEHHATIOQAL POLICE COUIISSION
Reference is nude to my memorandum to you under date of
October 13, 1937, concerning the aboveqmehtioned subject,
which is attached hereto.
I tnlkcd to Judge Holtroff of the Department into yesterday
afternoon concerning thin nutter. He eis_0f the some opinion
an you concerning the securing of enabling legislation for
membership in the lntcrnntionnl Police C0mu1SBiOn. Ho ntntsd
it in n clumsy may of handling it; that these would be a lot
of red tape, and there was no way of telling when such enabling
lcgielction could bu secured. He stated he cur no reason on
earth_nhy the Burenu conic-not include this membership in its
own npbronrintion and suggested that ve&#39;go back to Mackcy on
it. The Judge etnted that in so far as he could 500, it has
nothing to do with foreign relations  it is merely a police
and law enforcement proposition and an item which rightfully
would belong in our appropriation and not in the quota ap-
proprintion of the State Lcpartmcnt.

Committee yesterday concerning the 1939 npgropriution cstiotco,
particular rtitronce hoin nooo to the change iD&#39;phTHSOOlOY including
ZASJJ for at dance at the enr , lng of 1. International Police
Commission. &#39;
ho one suggested by Hr. Hockey of the ludget Bureau, I today contacted Mr.
Hosmer, Budget Officer of the State Dcpnrtnet, for the purpose of ascertain
imp rhcthor tho State Eepartnent would desire to include this item in its
regular eggroyriatlon bill. After discussing thie_natter with Header end
after he had collaborated with one of hie ueniotontn, hiss Bordon, he
advised ma that his recommendation ccncorninq this item would be for the
Eoportoect to first cocure appropriate legislation eothorizing ottondenoe
at tho meetings of the Intwrnntionnl Police Commission. He stated that the
State Department in all instances secures, if possible, euthorizing logis-
letion for such mentinao and that in the present appropriation bill all
such items are either covered by special legislation or by special treaties-
He stated that if the authorizing legislation is secured, than there would
be no difficulty in tne future in securing the necessary fumes each year-
He ntatrd he wrs certain thvt in the event authorising legislation for
attendance at these mnotin was not recured, the members of the Lpproprieti
Committee in the House one in the Eeooto oonid otritc the iton from the
Appropriation bill. HQ pointed out furthvr that in the event authorizing
