It was stated that Chancellor is referred to by"fags" as "Mother Chancellor." They advised that in conversation with other"queers" in Chicago the others had indicated Chancellor was queer, but theyhad never been_"out" with him; however, he "traveled with the crowd." It wassaid he had frequented a night club in Chicago known as a "queer-joint" andbelonged to the."h6me crowd," which means he does not openly display his.affections? but_does so only with a select group in secure places.

Chancellor, is "getting up in the world," referring to therecent appointment. The informant stated that Hr. Chancelloris not personally known to him, but he had heard of him through _his the informant's! homosexual associates before reading ofMr. Chancellor's appointment. The informant further advisedthat he had mentioned the appointment of Hr. Chancellor to '"homosexual friends" and one homosexual named "Joe," last nameunknown, remarked that he did not like Mr. Chancellor because,-when he used to see him at a "North Side homosexual hang-out,"he Mr. Chancellor! "thought he was a big wheel." This infanmmtfurther stated that homosexuals do not normally learn thecomplete names and addresses of their friends, unless one takesthe other to his residence. He added he has no further informa-tion concerning "Joe." The informant further advised thatHr. Interviews
Jacob K. Javits, United States Senator tron New York,
was interviewed in Iashington, D. C., and advised he has known
Ir. Chancellor for several years as an outstanding news commen-
tator. He stated that Ir. Chancellor is very capable and out-
standing in every respect. as said he has had no social contact
with Ir. Chancellor other than at official functions. He
favorably recomended Ir. Chancellor tor a position oi trust.

individual. Shortly thereafter, Marvin Watson called me and stated the Presidentdesired a full field investigation conducted immediately. He _g__1 _<;l_ded-tliat thePresident planned togo ahead and name Chancellor as Director, of the Voice ofAmerica without waiting for the full field investigation to be completed. ~ Watsontold me that the President was satisfied on the basis of the name check and thatthe President had personally known Chancellor for years, consequently there waslino need to wait for completion of the full field investigation.

1'I told Watson that the President was needlessly going out on a limband that it was dangerous business to announce an appointment without having thebenefit of a full field investigation. Watson stated that the President was adamantin his views and that he would not wait. A memorandum is in the file reflecting
this conversation.
H The Director transmitted to Watson by letter dated August 6, 1965,delivered the same date, the results of the full field investigation on Chancellor. Copy attached.! investigation reflects 4 arrests Chicago, Dlinois. 'Two'"of:=l-'the arrests, 3/27/49 and 8/13/49, reflect charges of drunkermess. Of thesearrests, one disposition indicated "discharged" and the second disposition indicated!'bond forfe-i'tm~e. Upon joining Watson and Macy in Watson's oifice, Watson told me that *Leonard Marks had seen the President on 3 separate occasions within the past 2 days. 'FBI employee weréféiforrect and that, while the Presidentfdid not want anything to be,-._~;e.-->1-'submitted to him in writing, he wanted to know the outcome of our inquiry into thismatter. Watson stated that the President had also instructed him to tell me thatI was to sit down and prepare an analysis of the Chancellor le indicating that therewas nothing wrong with Chancellor and there appeared to be noreason why he shouldnot be continued in his job. I told Watson that while I of course wanted to abide by thePresident's instructions, that it certainly appeared to be a little out of the ordinaryfor me._to "clean" anyone, particularly in the Chancellor case. I reminded Watsonthat it was the President's decisionto go ahead and appoint Chancellor without waitingfor the full field investigatioito be completed. Watson stated thatthis was true,however, nevertheless the President wanted a statement from the FBI to put in Chancellor's file. 3/

nothing of a subversive nature in the file and_,there was no substantial proof of homo-
__ sexuality; however, there had been 2 arrests involving possible immorality. Macytated that in his opinbn there was no reason to question Chancellor's background as a

stamped "No subversive derdgatory information. " I told him with respect to theI criminal type information on Chancellor that this would not be released unless the1 White House gave its permission. Watson stated that this file was being sealed and4 ithat the White House would not give permission for the file to be transferred to the

He'said he isnot acquainted with any of the other members of Mr. Chancellor'sfamily. Secretary Wirtz stated that Ir. Chancellor is a loyalAmerican citizen and he has never heard anything of a derogatorynature concerning his character, habits or associates. He saidthat, based upon his contacts with Hr.
