his colleague, one Kislytsin, second secretary of the . ..i.
Russian Eabassy in Australia, that Iaclean and Burgess had
been independently recruited to work tor Soviet intelligence
during their student days at Cambridge University. According .
to Xislytsin, who was in London tron 1945 to 1948, Burgess .
brought brie! cases tall oi Iorsign Oitice documents to the

Attached is a copy of a memorandum dated October 13, .
1955', from Colonel Robert Totten, Act ing Deputy Director for .Intelligence, fhe Joint Staff, to the chairman of the Joint Uhiefe
of Staff JCS! on the national security inplications resulting - 'from the defection of Maclean and Burgess. Also attached is a_ . .
memorandum to the Director from the Attorney General dated '
November 2, 1955, commenting on the -"J3 memorandum and asking _
if there is anyone in the Government .t the present tine who '_
had association with liaclean, Burgess or Philby of an extended
character which would indicate that we should nahe cone security
investigation of then. y
The J03 and the Attorney General 's nenoranda are
discussed separately hereinafter. _.
This memorandum indicates a study was node of available
information on liaclean and Burgess with a view toward estimating
the national security iqplications arising from their defection.
It states our FBI evaluates both nen as Soviet espionage agents.
It sets forth the following conclusions. Our connents are set
forth following each conclusion. * -
.! Both liaclean and Burgess were Soviet agents for
many years prior to their defection. They were apparentlyprotected from exposure and dismissal for a long tine by other .

Prom January, 1947, to August, 1948, lraclean officially
represented the British Jnbassy on matters dealing with the .
political aspects of atomic energy, He attended all meetingsof the Combined Development Trust from llarch, 1247 untilSeptember, .1948. Ihe Trust ms composed of as CE/Cfanada members
and the purpose ms to develop information concerning the loca-
tion and availability of raw materials for atomic production .
as well as to negotiate for these raw materials and the alloca-
tion of then, lfaclean also attended a 3-day declassification
corderence held in October, .1947, at which discussions were
held on atomic energy information held in common by US/wt,/Canada
