While statements by the sources point towards the six
named sus ec as ticipants, the fact r &#39; that others, such asK1ansman  described as  may possibly
have been involved in e planning. Continued investigation in an effortto tie-41- and possibly others is indicated.
The lack of physical evidence, of course, means - &#39;
we have to extract the best possible oral testimony. In this connection
all the named suspects have been interviewed, some several. times and
three with the aid of the polygraph, without obtaining admissions.
 Indications of deception were indicated in the polygraph examinations
ii
Although at the present time no favorable potential exists
h respect to proceeding under the Bombing Statute, in view d the
apparent lack of interstate transportation of explosives, the possibility
of proceeding under Title 18, Section 241 of the U. S. Code by charging
a conspiracy to violate the civil rights of the victims is offered.
Hostility toward the special squad of Agents working this
case seems to be subsiding. At the sane time, it appears desirable
to avoid any outward change of manpower which might in any way
"tip" the Mil to the fact there have been current developments.
Accordingly, it is believed to be of paramount importance
at this time to concentrate on winning the sources developed to a point
where they will give testimony and enable us to ove. Arrangementsare being made for the sources to view susmctwder discreet
conditions in the hope that their testimony may en arged to include
specifically.

Mr. Malley advised SAC Ingram that it was the
Bureau&#39;s feeling that if independent verifiaation of the
AHP action could be obtained, this might well be the
appropriate time to hit Qhambliss and possibly some of
the other suspects on the basis that Chambliss or others
were going to be the "fall guys." SAC Ingram was advised
that Birmingham, of course, had the best view of the
possibilities of such action and whether it might in any
way prejudice other facets of the case but it was felt ;
