the Director to include the honorary degree he recently obtained
from Pace College and to also include the Certificate of Merit
awarded to Ur. Hoover by the Attorney General on Hay 10, 1954,
in recognition of his service as Director of the FBI for 80 pears.
As the Director does not want the biographical sketch to run lore
than one page, no other additions are being made at this time but

John Edgar Hoover was born January 1, 1895, in the District
of Columbia. He oas educated in the public schools of the District
of Columbia and received Bachelor of Laos and Master of Laws degrees
from The George Washington University. He holds honorary degrees
from The George Washington University, Pennsylvania Military College,
New York University, Kalamazoo College, Westminster College, Okla-
homa Baptist University, Georgetown University, Drake University,
University of the South, Fotre Dame University, St. John's University
Law School, Rutgers University, University of Arkansas, Holy Cross
College, Seton Hall College, Marquette University and Pace College.
Mr. Hoover entered the Department of Justice in 1917, and
in 1919, ne was appointed Special Assistant to the Attorney General.
From 1921 until 1924 he served as Assistant Director of the Bureau of
Investigation and in May, 1924, he was named Director.
Mr. Hoover is a member of the Masonic Order; Kappa Alpha
Fraternity; Omicron Delta Kappa; Delta Theta Phi; Alpha Phi Omega; and
Zeta Sigma Pi. He is a member of many national and state-wide law en-
forcement associations. He is a trustee of The George Iashington Uni-
versity; a member of the Board of Directors of the Boys Clubs of
America; a member of the National Committee on Public Relations of the
Boy Scouts of America; and an Active Member of the Grand Council of the
Order of DeMolay.
Se has been admitted to practice law before the bar df the
District Court of the United States for the District qf Columbia, the
United States Court of Claims, and the United States Supreme Court.
On March 8, 1946, Mr. Hoover was presented the Medal of Merit
by the President of the United States. On December 30, 1951, the
Jewish tar Veterans of the United States of America presented Mr. Hoover
"lwe Gold Medal of Merit" citation for "outstanding service in safe-
guarding the security of the United States of America against Communist
conspiracy and subversion."
On June 25, 1952, the Associated Credit Bureaus of America
presented Mr. Hoover their Credit Award Qfor distinguished contribu-
tions to the Advancement and Protection of the American lay of Life."
On May 22, 1953, Mr. Hoover was presented with the Distin-
guished Seryice Citation qf the All American Conference to Combat
Communism Tfor absolutely vital service rendered to the United States
of America and to freedom everywhere in the world."

He was questioned closely as to any possible basis which
might havebeen a hidden reason for his remarks, and he stated that
they were absolutely without foundation and without significance of-

it had never happened. He stated that he

It was on May 10, 192% that Assistant Director J.
Edge: Hoover was appointed Director of the reorganized Federal
Bureau of investigation. His whole official life since then
has teen dedicated to raising the standards of law enforcement
throughout the United States.
The FBI's crime laboratory, its identification
bureau, criminal statistics division, monthly FBI
Law Lnforcement Bulletin and National Academy
were inaugurated by him to assist local and state
police agencies in waging effective war against
crime,
Recognition has come to Mr. Hoover from high
officials and from persons in humble walks of life for
hiS curageous vuidance of the FEI through all the pit-
falls, successes, and difficult endeavors that e 30-year
period of time can evolve.
He hold: the hiaest award given to civilians by
the rederal government - the Medal of erit, presented to
him by ?res1dent lruman on March $, l9h6 for outstanding
service to his country during World War II. There are many
other awards and citations, stch as the Award of the
Associated bredit bureaus of America recntly presented to
him for his JlStlL uished contribudon to the advancment
and uortection of the mcrican ay of Life."

ORDER! the sun cf $10, payable to the Assistant Director, Administrative Division, FBI , to be
included in said fund. Payment will be made for death by self-destruction after the agent has
been a -saber cf the bind for a continua-:2 pried of ta.-.'c years. It is m~!erst_192ed IN! agreed
that the sun tendered herewith is a voluntary, gratuitous contribution to said fund which I
understand is to be administered in the following manner. The liability of the fund shall not
under any circumstances exceed the alount of Ionies in the fund. at the time any liability shall
occur.
The Director of the FBI will appoint a committee which shall consider all setters per-
taining to the acquisition, safe keeping and expending of said fund, which collnittee will recon»-
nend appropriate action to the Director in pertinent letters. The Assistant Director of the
Administrative Division of the FBI shall receive all contributions and account for sane to the
Director. Upon the death of any Special Agent who is a member of said fund the appointed cea-
nittee will consider the case and submit a recosnendation to the Director as to its conclusions.
Appropriate instructions will then be issued to the Assistant Director of the Administrative
Division, directing him to pay to the designated beneficiary the sun of 110,000. The following
