This letter is to confirm a conversation on March 22,1990 between Assistant United States Attorney AUSA!! l[;:::j of your office and Special Agent SA! f

Agency.
As you will recall, captioned matter involves a
threatening letter sent to United States Congressman John P.
Murtha, Twelfth District, Pennsylvania, and received at the
Congressman's office in Somerset, Pennsylvania PA!. This letter
was sent by captioned individual,| I who is
a patient at the Somerset State Hospital, Somerset, PA.
On March 22, 1990, AUSA[:::::]declined prosecution in
this matter since it has no rosecutive merit due to the obviousmental problems of[::::::::f:::]

On March 22, l990, Administrative
Assistant to JOHN P. MURTHA, U.S. Congressman, Twelfth District,
Pennsylvania PA!, reported a threatening letter was received
through the U.S. Mail on March 22, 1990, at Congressman MURTHA'S
office in Somerset, PA, and contained a threat to the life of
Congressman MURTHA. The return address on the envelope listed
the sender as[::::::::::::] Somerset State Hospital, Somerset,
PA, 15001, and the letter was postmarked March 21, 1990, from the
Somerset State Hospital, Somerset, PA. b6

Somerset State Hospital officials were contacted and
confirmed that Iis currently a patient at
the hospital. has been diagnosed as a chronic
schizophrenic. has been treated at the Somerset State
Hospital and the Fairview State Hospital continuously since 1983.
Dr. M.D., attending physician,
advised that ue o edical history,[:::::::]is
considered unpredictable and dangerous because of previous acts
of striking out with hands and fists against staff members at the
hospital. Staff members at the hospital added that, in their
opinion,[:::::::]does not have the foresight, judgement or
attention span to plan or carryout any plot to assault a public
official.

hospital, and he did attempt to escape from the hospital on one
prior occasion. During that incident,[:::::::]walked a short
distance off hospital grounds, but was never considered a threat
to the public.
Hospital staff members reported that approximately four
_ years ago, an inquiry was conducted b the U.S. Secret Serviceconcerning a letter written by[::::::f] b6
[:::::::] is currently at the Somerset State Hospital b7C
under a 180 day, courtordered commitment. Hospital officials
advised it is unlikel that condition will improve, andthey do not foresee[i&::::£gg§;g:;ggeased in the near future.
On March 22, l99O,[:::::::]was interviewed by Agents of
the Federal Bureau of Investigation FBI! at the Somerset State
Hospital. [::::::::]signed a release for his medical records andconsented to the interview. During this interview,L:::::::]
readily admitted to writin the threatening letter oCongressman MURTHA. E:::::§:]stated he never intended to do any
harm to Congressman MURTHA as he only sent the letter to get back
ave een responsible for his not being able to et into themilitary upon his high school graduation.[:::::iE]also claimed
he was a general in the U.S. Air Force and had previously talked
with President FORD and Soviet Premier BREZNEV. b6

On March 23 1990, Assistant United States Attorney AUSA! [::::::::::::::I Western District of Pennsylvania,
Pittsbur h, PA, was contacted for his prosecutive opinion.AUSA[:::¬:]advised he could see no prosecutive merit due to the
*obvious mental problems of[::::::]and declined to prosecute this
matter.
On March 22 1990 Special Agent U.SSecret Service, Pittsburgh,PA, was telephonically contacted and
advised of the above.
On March 23, 199O,[::::::::::::]was telephonically
contacted and advised of the results of investigation and ha

On 3/22/9O,[::::::::::::1 Administrative Assistant to
10 Congressman JOHN P. MURTHA, reported that a threatening letter
had been received through the U.S. Mail on 3/22/90, at
11 Congressman MURTHA'S office in Somerset, PA.[::::::]stated letter
contained a threat to Congressman MURTHA'S life. The letter was
12 postmarked 3/21/90, and the return address on the envelope
listed the sender as[::::::::::::]of Somerset State Hospital,
Somerset, PA.9

14 Officials at the Somerset State Hospital confirmed that
15 subject is currently a patient at that insitution. Officials of
the hospital advised that subject has been diagnosed as a
16 chronic schizophrenic and has been continuously treated at
Somerset State Hospital and Fairview State Hospital from 1983
17 through the present time.

Officials at the hospital advised, in their opinion,
subject does not have the foresight, judgement or attention span
to plan or carryout any plot to assault a public official.
Hospital officials also advised the subject does not have a
history of escape from the hospital and has not attempted to
escape from the hospital recently.
On 3/22/90, an interview was conducted with the
subject at Somerset State Hospital. Subject admitted to writing
the threatening letter to Congressman MURTHA, stating his reason
is he blames the Congressman, among others, for his not being
able to get into the military after he graduated from high
school in 1979. Subject advised he never intended to assault or

Somerset State Hospital officials advised it is highly
unlikely that subject will be released from the care of the
hospital in the near future, since he has been receiving care at
the hospital since 1983 and his condition has not improved.
On 3/22/90, the Pittsburgh Office of the U.S. Secret
Service was telephonically contacted and advised of the above
threat.
Pittsburgh indices reviewed with negative results.
An immediate declination was received from the USA'S
Office, Western District of Pennsylvania, Pittsburgh, PA.
Unless further investigation is required, Pittsburgh
considers this matter RUC.
