We had, it seems to me, become so inured to that pattern
many refer to such an attitude as sophisticated! that the
notion of public office being a public trust can be safely
disregarded.
Too, the discrediting of the F.B.I. during the recent past
for activities which I found distasteful, did little to lend
confidence to the citizen. He knew, of course, that elected 1
office was one which he had no control, excepting one based .
on good faith--that the elected official would discharge his
responsibilities according to the oath he took.
The almost epgdemic violation of the compact between office
holder and citizen, much of which, but not all, has been
written about routinely has been not just sickening, but

{The criticism of late directed to the FBI for its ABSCAM operation is not
Tproper. Further I feel that it does not properly represent the members
50f the American public at large.
I I am satisfied, based upon your statements, that the operation waséthought out carefuly and closely supervised. It was not, as some would
{have us to believe, the result of an over-zealous agent on a witch hunt

I I do hope that you pursue with every effort the news leaks of the Tyoperation. That type of conduct by any employee cannot be tolorated. , *5F1 have suggested to Senator Howard Baker and others that he publicly {<{&U

;to keep its own house clean. Congressional censor and admonishment
{simply will no longer do. The Bureau ought to pursue such investigations
gin the future to insure the integrity of all public officials. I hope
qthe Justice Department will prosecute each violation to the full extent
bf the law. Those who violate the public trust in such a manner must suffer
the consequences and properly be punished for their ill deeds.

on any other government agency.
Isn't it a far uglier crime for the FBI to demand
"human" fees besides its monetary fee than for a bunch of
Congressmen to accept a fee for looking out for the interest

Dear Sir, ~
Now that the Country has finally recovered from
Watergate, and it is no longer a topic of daily conversation,
the F.B.I. has created Abscam for us!
I was certainly amazed that there were so few crimes
for the Bureau to investigate that it had to create one of
its own. I also resent my tax dollars going to support such
a scheme. This investigation lasted for 23 months and involved
100 agents. If there were not crimes to be investigated, then
I believe the FBI should be reduced in force to save tax
dollars. »
I think the knowledge gained from this investigation
may be helpful in deciding future elections, if it can be
proved those involved are really guilty. However, I do not
believe, a lot of the evidence will even be admissable, if '
in the future, these cases even go to trial. '
The main thing we have done by creating this skam is
to show the world that American politicians are corrupt and
at the same time have paved the way for a real Arab scheme.
There will always be someone who will take a bribe,
but I think we should use our time and efforts to reveal
crimes created by someone other than our own F.B.I.

NAAA Statement for FBI Director William Webster
The FBI has developed a credibility problem in the Arab-American
community resulting from FBI activities that may have had a valid goal
but that had a highly prejudicial side effect on Arab-Americans in the
process. Arab-Americans are loyal and law-abiding citizens whose support
the FBI needs for its legitimate purposes, but in order to regain this
support the FBI must develop a cultural awareness still lacking.
The deplorable effect of ABSCAM on the public's perception of Arabs
and by extension Arab-Americans! has no doubt been made clear. Never-
theless, it is important to reiterate our concern that if this negative
effect never occurred to the planners of ABSCAM, it serves to underscore
the need for heightened cultural sensitivity within the FBI. The popular
image of the Arab is regrettably a two-dimensional caricature with lots
of money and low moral values. Apparent Administration endorsement of this
image in ABSCAM must be condemned. _ _
i Operation Boulder, mandated by President Nixon following the 1972
, Munich Olympics tragedy, was intended to screen out potential "Arab terrorists"
but resulted inga massive "fishing expedition" that saw good and decent
Arab-Americans harrassed, embarrassed, and humiliated --sometimes publicly--
by FBI officials attempting to link them to illegal activities solely on
the grounds of their cultural origins. Operation Boulder was a black chapter
in the history of American civil rights and government interference.
The FBI can and must take steps to avoid such mistakes in the future. NAAA
stands ready to provide assistance in cultural interpretation of Arab, Arab-
American, and Islamic subjects to FBI officials upon request. We urge that
the FBI take the initiative in this regard. _

STATEMENT ON ABSCAM"
The apparent willingness of Members of the U.S. Congress to accept bribes
from FBI agents posing as representatives of Arab interests is a sad commentary
on the morality of Congress. The decision by the FBI to build the "scam" around
Arabs is also a sad commentary on cultural bias in American society and institu-
tions. At a time when negative racial and cultural stereotypes are gradually ~
being eliminated, a branch of the Administration has taken a major step to per-
petuate the image of Arabs as unscrupulous aliens. _ '
The Arab world is part of the Third World, struggling to develop and at
the same time to maintain traditional social and religious values. But several
Arab countries are also vital trading partners of the United States because they

provide much of the oil on which our industrialized society runs. Every action it
that perpetuates negative images of the Arab world increases obstacles to normal _
and healthyties with the United States. Lest anyone fail to understand the inher-
ently ugly nature of stereotypes, let him reflect on the impact of an FBI opera-
tion that, instead of being called "ABSCAM" shortf0r"Arab Scam"!, was instead
called "JENSCAM". The-outcry would be tremendous, and fully justified. The l
chuckles that attend "ABSCAH" show how far American society must yet travel toward.

I am deeply troubled by the lack of ethics shown»
by F.B.I. personnel at the highest level in pulling off
Abscam. You deliberately created a trap that appealed to
some of the most basic of human desires, and in so doing
caught and politically ruined individuals who may never,
until that moment, have committed any crime.
What you people did scares the hell out of me in
that it points out so clearly your total lack of any sense
of right or wrong. The whole scheme, from conception to
execution, smacks of college hijinks with about the same
level of maturity behind it. This is not how I want to see
my tax money spent.
I want a strong F.B.I., one that is capable of
functioning effectively against crime-real crime. My fear
is that the Abscam sort of thing will cause a backlash that
could result in excessive legislation that could hamstring
F.B.I. operations in the future. ~Look at what the C.I.A.
brought down upon itself.
