The 7,596 square-foot structure will provide modern space for most city offices — planning, building, administration, utilities — which are now "cheek to jowl" in the tiny cinder block building next to the 105-year-old Community Center, said Marla Cates, executive director, Talent Urban Renewal Agency. The building, to be constructed by Adroit Construction of Ashland, will have three peaks, double doors and a cement lap siding. It will be part of a campus around Main Street — including a library, restored railroad depot and skate park — and will feature an outdoor stage. "Everyone in the old building is really delighted and offering every kind of positive expletive about it," said City Manager Betty Wheeler. "We're so cramped." The building will be paid for almost entirely by the Urban Renewal Agency, which gets its funding from tax increment revenue assessed against increases in property taxes in the city, Cates said. The city will chip in a small amount. Advertisement Longtime Talent Mayor Marian Telerski greeted the new City Hall as "a place where the city will finally have room to do business. This old building was here when I arrived in 1988 and the population has doubled since then, with a lot more business." The new building will have a mayor's office, while the City Council will continue to meet in the old, capacious Community Center. Eventually, a new chamber is planned to be attached to City Hall. The new City Hall site, just north of the depot, was created by tearing down the old fire station. It's on a slight slope, so rainwater runoff will be handled by building a natural-looking bioswale to let water slowly drain off into the storm-drain system. The public groundbreaking ceremony, with refreshments and a tour, will be held at 2 p.m. Aug. 20 at the Talent Depot, 100 E.
