About 60 educators and as many business and social service leaders from Jackson, Josephine and Klamath counties gathered at Southern Oregon University for a forum on how to expand college and career opportunities for high school graduates. Hayes spoke on behalf of the Oregon Prosperity Initiative, an organized approach to reducing and preventing poverty around the state, which she has been championing with support from Gov. John Kitzhaber since its inception in 2012. "It really is the intent of this administration to focus directly on poverty, and we're doing it in two ways," she said. "The first one is to raise awareness about the crisis of poverty and about Herculean efforts that a number of our agencies and not-for-profits are doing in getting resources to people who are in very difficult circumstances. "The second piece of it is going upstream, so that we can start to prevent the number of people that need ... services in the first place and really begin to address the systemic causes of poverty. ... That is really what today in Ashland was about." After the forum, Hayes toured the ACCESS Inc. headquarters in Medford before returning to Salem. Those gathered at the forum reviewed nearly a year's worth of work evaluating what resources are needed most in 13 school districts across Southern Oregon to meet Kitzhaber's "40-40-20" initiative, said Scott Perry, superintendent for the Southern Oregon Education Service District in Medford. The initiative, passed by the 2011 Legislature, mandates that by 2025, 40 percent of adult Oregonians will hold at least a bachelor's degree, 40 percent will hold an associate degree or postsecondary certificate, and the remaining 20 percent will hold a high school diploma or its equivalent. Perry said the participants discussed how best to provide a blanket of social service programs to students throughout the region. Many already are working toward that end as part of Southern Oregon Success, a new group designed to coordinate efforts of schools, nonprofits and agencies across the spectrum of education to help students succeed in school and in life. "We met to talk about how high schools, in particular, can increase the number of students who go on to post-secondary education," Perry said. "That doesn't mean just college ... it also could include an internship or some other kind of work certificate. "Southern Oregon Success looks at how to improve that connection between K-12 and higher education ... what the ideal high school would have in place to encourage post-secondary involvement, and what we can do as a region to support these kids ... we really want to rally the entire community around the specific things that are needed." That proactive approach aligns perfectly with her prosperity initiative, Hayes said. The Oregon Prosperity Initiative recently received a $500,000, three-year grant from the Northwest Area Foundation to apply to community projects, she said. One of those projects is Southern Oregon Success's work to create post-secondary opportunities in the region, including pairing students up with area employers while they're in high school. "It's getting area employers to agree to create career experience opportunities for high schoolers," Hayes said. "It's recognizing that a lot of these people are not going to go to four-year colleges, it's going to be vocational certificate programs, and so working to get the employers directly engaged and giving those students experience will be key." There are still many hurdles to jump, Perry said, but the race to success has started. "We're already getting some state-level interest," he said. "We have a saying, 'Talk cooks no rice, and we want the rice to be cooked.' We want actual things to happen that are going improve things for our kids."
