Executive Director Rita Sullivan terminated at OnTrack Rita Sullivan's termination as executive director of OnTrack comes after the Department of Human Services found "deplorable conditions" at OnTrack housing. Mail Tribune / Jamie Lusch Friday Jan 27, 2017 at 1:28 PM Jan 27, 2017 at 1:44 PM Rita Sullivan has been terminated as executive director of OnTrack Inc., an organization that she founded 39 years ago but has been rocked by accusations of bullying and "deplorable" housing conditions. "As far as the board is concerned, she won't be returning," said Jim Maize, president of the OnTrack board of directors. Sullivan, who had been placed on paid leave since November, received $120,000 annually. Maize said he couldn't discuss the details of Sullivan's departure other than to say it was announced to staff this morning. Sullivan leaves amid growing concerns about OnTrack's operation and an investigation by the Oregon Department of Human Services that found "deplorable" living conditions at the organization's housing facilities. In addition, a Sept. 8, 2015, tort claim filed by current and former staff members alleges Sullivan kicks or slams her hand against things close to employees while yelling and cursing at them and berates employees in public and private, though colleagues of Sullivan told the Mail Tribune they've never seen her exhibit such behavior. Two months after the tort claim, Sullivan was placed on paid leave. Maize sent a letter to staff on Nov. 26 stating that investigators had been looking into allegations that "management have inappropriately interacted with some OnTrack staff."
