Mr. Hinman estimates that the acceptance of the proposition will entail a monthly deficit of about $4,000 for the city and provide no material relief for the people. According to this, the present company is not making a fortune, by any means, in its service. Light and power rates for Medford will be fixed by the state public utilities commission following their investigation and survey of the cost of furnishing the same. Open hearings on the subject will shortly be held and the rates fixed so as to allow the company a fair return on the physical value of the plant. Electricity costs more here than it should because there are no factories, mills or manufacturing plants to utilize the power during the daytime when the lights are not in use. Could this surplus daylight power be marketed to industrial enterprises, the company's receipts would be increased and a reduction be possible on the lighting charges. The telephone investigation showed that the phone company, even at the increased rates ordered, cannot make interest returns on investment and that rates permitting a profitable operation would be prohibitive and therefore impracticable. There is no reason to believe any sweeping reduction in electric rates will be ordered or justified. Until Medford and the valley secure some industrial enterprises and provide some market for power already generated, it is doubtful if lower light and power charges are a possibility, unless provided at an actual loss to the supplying corporation. Nor is it probable that any competing company could supply electricity at cheaper rates under present conditions. At any rate , Mr. Hinman's report shows the impracticability of the city's entering into the business at this time by accepting the Rogue River Public Service Corporation's offer to sell power not yet developed.
