Phoenix police Monday arrested Helms on a charge of possession of methamphetamine and failing to appear on previous drug charges. He was lodged Monday in the Jackson County Jail without bail. Fugitive — James Timothy Turner, 59, of Lompoc, California. Oregon State Police on Monday arrested Turner on a felony fugitive warrant out of Washington. He was lodged Monday in jail without bail. Theft — Kenneth John Ulvila, 45, of the 4400 block of Merita Drive, Central Point. Medford police Sunday arrested Ulvila on charges of possession of methamphetamine and contempt. He was lodged Sunday in jail and released Monday on his own recognizance. Drugs — Rashawnda Rae Johnson, 31, of the 800 block of Forest Glen Drive, Central Point. Johnson made her initial appearance Monday in Jackson County Circuit Court on a charge of possession of heroin. She was booked Monday in jail and released. Identity theft — Jerry Don Brooks, Jr., 50, of the 10000 block of Agate Road, Eagle Point. Brooks made his initial court appearance Monday on two counts of identity theft and one count of second-degree theft. He was booked Monday in jail and released. Drugs — Amanda Torres, 31, of the 2400 block of West McAndrews Road, Medford. Medford police Monday arrested Torres on charges of possession of methamphetamine, distribution of heroin and being a felon in possession of a weapon. She was lodged Monday in jail and released on her own recognizance. Assault — Robbin Rae Nicholas Duarte, 22, no known address. Medford police Monday arrested Duarte on charges of felony fourth-degree assault, fourth-degree assault and harassment. She was lodged Monday in jail on $17,500 bail. Drugs — Joseph Lloyd Cozo, 47, no known address. Jackson County sheriff's deputies Sunday arrested Cozo on charges of possession of methamphetamine and third-degree theft. He was lodged Sunday in jail and released Monday on his own recognizance. Assault — Aaron Michael Kiesser, 30, of the 400 block of Nugget Drive, Rogue River. Rogue River police Monday arrested Kiesser on charges of felony fourth-degree assault, two counts of strangulation, and single counts each of harassment and fourth-degree assault. He was lodged Monday in jail and released on his own recognizance. Assault — Israel Shane Mouton, 30, of the 5900 block of Foothill Road, Medford. Ashland police Monday arrested Mouton on charges of felony fourth-degree assault and harassment. He was lodged Monday in jail on $10,000 bail.
