But she might decide against making her decision official, she said. McKenzie recalled Tuesday that she became so frustrated at Saturday’s meeting that she said, " ‘I might as well resign’ and left the meeting." McKenzie is required to submit her resignation in writing at an upcoming board meeting, according to RVTD bylaws. "I have indicated a desire to resign," said McKenzie, who was one of five board members targeted in two recall efforts last year. "I sure can’t do anything on the board. It’s just pathetic." One thing that might prevent her from resigning is the possibility that former Jackson County Commissioner Ric Holt has taken an interest in her board seat. "I am taking a chance that someone like Ric Holt would wile his way on there," she said. "He has a proven track record. He thrives on controversy." Holt responded, "That’s like the pot calling the kettle black." He said he picked up the paperwork from RVTD Monday to apply for the position, but hasn’t completely made up his mind to submit the application. "I don’t know how favorably I’ll be looked upon," he said. "I certainly meet the qualifications." McKenzie said constant interruptions by fellow board member Ed Chapman and a steady flow of misinformation and innuendoes are preventing the board from accomplishing anything. "A few people are just acting as obstructionists," she said. Chapman, who thinks it’s time McKenzie left the board, said, "The board does nothing because the board is not capable of doing anything." As far as he’s concerned, McKenzie is off the board, citing Sturgess Rules of Order that govern parliamentary procedure. "Yes means yes and no means no, and ‘I resign’ means ‘I resign,’ " he said. "It does not require that it be in writing. They can weasel all they want, but it’s meaningless." According to board chairwoman Eva Avery, RVTD’s bylaws require McKenzie to submit her resignation in writing. "I assume she will do something at the next board meeting," she said. McKenzie said she will make up her mind before Tuesday’s meeting, but that she potentially could do more as a private citizen to make sure certain candidates don’t win in the upcoming May 20 election. "It is extremely important to the community and the future of Rogue Valley transportation to not allow certain members to get elected on the board," she said. "Ed Chapman has been on that board 21 years and he has been part of the controversy."
