If so, what can one do if they were told a contractor had a license and was bonded and insured, but they are not? The work was started and wasn't what the contractor had given an estimate for, with $1,800 up-front monies paid. — Elaine A., Medford Elaine, that is correct. Oregon contractors must be licensed with the Construction Contractors Board (CCB), and, for your sake, we hope yours is. “The license means the contractor can work legally and is insured and bonded,” said Stan Jessup, CCB enforcement manager, in an email. Plumbers and electricians are required to have additional licensing through the Oregon Building Codes Division. Jessup said licensed contractors must put their CCB license number on contracts, bids and most types of advertisements, including their work vehicle. You can confirm this number and check to see if their license is active and matches their name by calling 503-378-4621 or checking the state’s records at www.oregon.gov/ccb . Elaine, if you find that your contractor is not licensed, you can report him to the CCB by calling 503-934-2246 or filling out a form on the website listed above. The CCB will investigate and can fine him up to $5,000 if it can prove that he has been working without a license. Another option would be to pursue a claim through Oregon courts. If your contractor turns out to be licensed as he says he is but grossly miscalculated your estimate, then you can file a complaint with the CCB, which will attempt “to mediate a solution and potentially recover any valid claims through the contractor’s bond,” Jessup said. "We advise people against paying the full amount of a project upfront and recommend a contract regardless of the size of the project,” he added.
