Moore Construction A cornerstone for Central Point Four Oaks Centre will combine residential and commercial uses as the city looks to the future By BUFFY POLLOCK for the Mail Tribune CENTRAL POINT — Crews broke ground Thursday on what city planners are hoping will be the first of many projects to take advantage of mixed-use zoning in the downtown’s transit-oriented design corridor. Four Oaks Centre, a three-building compound that will target both residential and business uses, will be constructed at the corner of Fourth and Oak streets by W.L. Moore Construction. The three-story buildings will feature eight business spaces at ground level and 11 townhouse-style apartments on the upper floors. Green space and a park will be nearby. Project partner Bret Moore said the project would emphasize the TOD district’s unique design standards and contribute toward downtown revitalization. "We’re very excited to get going after a year and a half of planning. This will be a very nice addition to the downtown, and it fits very well into the city’s downtown revitalization efforts," he said. Community planner Matt Samitore said the project would be the first to be built in the TOD district since it was established more than two years ago in November 2000. Samitore said the TOD district, which encourages less traffic by allowing residential and commercial uses to be mixed, is an important part of the city’s efforts to revitalize downtown. "This is good for Central Point because it’s the first in our TOD zoning district and because it resembles the old way things were built, where you live above and have your business below," he said. "It’s a great use of land. Instead of growing out, this is growing upward. "It’s also going to be a real cornerstone sort of showoff place for the downtown and for the Moores. It will really show what the zoning district we’ve created with the Moores can do for a business." Samitore said Bret and Noel Moore had been instrumental in the city’s efforts to implement TOD standards, which began with planning for the Twin Creeks TOD, a 230-acre mixed-use development off Taylor Road. Twin Creeks received national recognition last year from the annual Ahwahnee Awards for Smart Growth. Samitore hoped the Four Oaks project would encourage others to develop within the TOD. Partners in the project, in addition to the Moores, include David and Gigi Orr, owners of Our Thing with Hair, and Herb and Susan Farber of Farber Survey. Farber will occupy one space and Gigi Orr another — with Central Point’s first day spa. Most of the other spaces also are already filled, she said. "It’s so exciting for us just because we’re bringing a day spa to Central Point, but also because it’s a brand new building in the downtown and because everything will be so close with this special zoning," she said.
