Charter outspends rival in judge race By DANI DODGE Mail Tribune Of the two candidates vying for Jackson County Circuit Court judge - Bill Purdy and Joe Charter - Charter has raised and spent more money, but most of it was his own. Of Charter's reported contributions of $19,218, $13,915 was donated or loaned by his firm, Joe Charter & Associates. Purdy - who raised $14,649 - gave his campaign $100. Charter received cash contributions of $4,975, while Purdy received $12,942. In a press release issued Monday, Charter announced he was releasing his campaign finance reports. The deadline for candidates to file their campaign finance statements was April 15. Both candidates were asked for copies of their reports on April 16, and Purdy gave his to the Mail Tribune at that time. Both reports, which are public information, were filed with the secretary of state's office by the deadline. This report covers campaign contributions and expenditures through April 4 and shows all contributions over $50. With 86 contributors, Purdy's finance reports showed strong support from the legal community and wide-ranging support from individuals throughout Jackson County. The majority of donations came from Medford residents. Purdy received contributions from 26 attorneys, including eight from Portland and $500 from attorney Debra Lee, the executive director of Legal Services, which provides legal help to the poor in Jackson County. He also received $500 from a political action committee: the Oregon Smith Fund, which uses funds raised by then-Congressman Bob Smith's campaign committee. Charter received donations from 26 people and businesses, with 11 coming from Ashland residents and nine from people in other cities in Jackson County. He received five donations from attorneys, including his own firm, Ashland attorney and city Councilman Chris Hearn ($100), Medford attorney Eugene Anderson ($500) and the Medford legal firm of Grantland, Blodgett & Shaw ($100). Purdy also received a $100 contribution from the Medford firm. The reports show that Charter's firm loaned his campaign $2,800 and made in-kind donations of $11,115. In-kind donations are when a political contributor does a service for a candidate, like making campaign buttons, rather than donating cash. In this case, most of the in-kind donations consisted of Charter's firm paying three people to work on his campaign. The vast majority of Purdy's funding was in cash donations, although he did accept $1,707 of in-kind donations. He took out no loans. Charter reported $1,550 worth of miscellaneous contributions of $50 and under; in the same category, Purdy reported contributions of $2,440. Of the $18,344 Charter spent on his campaign in the filing period, $10,393 was spent on television advertising. Purdy concentrated his early campaign print media advertising: of the $8,218 spent, $4,789 went to newspaper ads. The next campaign financial filing deadline is May 9.
