If you have a travel trailer in tow, are you required to install chains on the trailer? — Arnold W., Medford Chains are rarely required at the Sexton Pass and Smith Hill, so installation services generally aren’t available there, according to the Oregon Department of Transportation. Depending on the weather, you are more likely to need chains going southbound on Interstate 5 through the Siskiyou Pass, where installation services are usually available from folks proud to call themselves "chain monkeys." "We ask them to wear orange construction vests and wear their permit number on their vest." The service does not usually include chain removal. That is the driver’s responsibility. Chains are not required on four-wheel drive vehicles unless the vehicle is towing a trailer. Chains are mandatory for trailers. In those cases, one tire on each side of the drive axle must have chains. The transportation department limits the price for installing chains to $20 per axle. If you feel you are a victim of price gouging, Vial suggests jotting down the vendor’s permit number and calling the transportation department to complain. "We will investigate," he said.
