Talent man jailed as rape suspect Ashland police Sunday arrested a 47-year-old Talent man in connection with a rape last week in Ashland. Capt. Mike DeCapua said James Jeffrey Neill, of 514 Bell St., was arrested at a friend's residence after the friend and a clergyman talked him into giving himself up. A 22-year-old Ashland woman was raped under the threat of knifepoint shortly before 9:30 p.m. on Nov. 3 in the 100 block of Gresham Street. Neill has been charged with first-degree rape, second-degree robbery, first-degree kidnapping, and first-degree sexual abuse. He was lodged in the Jackson County Jail on bail of $4 million.
