Justin Robert Brumm, 33, of Crescent City, Calif. was arraigned Monday on charges of first-degree arson, first-degree criminal mischief, second-degree criminal mischief and reckless burning in Jackson County Circuit Court. On Sunday at approximately 4:40 p.m., three off-duty police officers allegedly witnessed Brumm pouring gasoline onto a car and setting it on fire near Jewett Elementary School on Manzanita Street in Central Point, according to Central Point police. The off-duty officers were able to detain Brumm until on-duty officers arrived and took him into custody. Jackson County Fire District No. 3 responded to the scene, but officers were able to put out the fire using extinguishers carried in the trunks of their patrol cars before the firefighters arrived, officials said. Brumm allegedly admitted to starting the fire, according to an affidavit. "Brumm stated he intentionally started the vehicle on fire because he was mad at his mother, who owned the car, and was stressed out," the affidavit said. "Brumm stated it 'felt really good' to see the fire consuming the vehicle." He allegedly told police he poured gas on the vehicle, then lit it with his lighter.
