Officers chased down Ramon Jesus Santiago, 18, a known Norteño gang member who lives in an apartment in the 600 block of Northwood Drive, Medford, and his 19-year-old brother, German Santiago Jr., arresting them both Wednesday morning. Ramon Santiago is lodged in the Jackson County Jail on charges of first- and second-degree robbery and second-degree kidnapping. His bail is set at $3 million, jail records show. German Santiago is jailed on two counts of attempting to elude police in a vehicle and charges of attempting to elude police on foot and reckless driving. His bail is set at $17,000, jail records show. On Tuesday a 20-year-old man reported that Ramon Santiago approached him as he was walking in the area of McAndrews Road and Crater Lake Avenue Tuesday afternoon. Santiago demanded the man get into his car, which the 20-year-old reluctantly did, police reported.  The man said there was another person in the car and they drove around, refusing to let him out of the car, while Santiago confronted the man over a debt. When he said he had no money to pay, Santiago pulled a handgun and stole the man's wallet, cellphone, shoes and shirt before letting him out of the car. Detectives located the black Chrysler Sebring linked to the reported kidnapping and robbery at an apartment complex at 636 Northwood Drive and were keeping it under surveillance when it left the parking lot Thursday morning, police reported. Officers tried to stop it, but it recklessly sped away, racing down the shoulder of Crater Lake Highway, then heading north on Bullock Road, a police department news release said. Officers were just seconds behind when the driver, later identified as German Santiago, lost control and struck a curb near the airport, disabling the car. The two brothers ran from the immobilized car, but officers caught them both within minutes, police reported. Investigators interviewed them both and searched their car and apartment. The case remains under investigation.
