My next-door neighbor has just acquired two small goats. Now, I don't care if he wants to use them for weed control but he plans to slaughter them. I don't want to look out my kitchen window and see their throats cut. What is the law in Medford about the slaughter of domestic animals? J.B. Medford Well, J.B., there are many layers to this Since You Asked request, and most of them won't sound so good to your neighbor with the goats. First, Medford's municipal code categorizes goats as livestock and not domestic animals. That means goats are not allowed outright within city limits except for in a small Exclusive Agricultural Overlay District off Hillcrest Road, says Medford police Lt. Mike Budreau. Outside of that district, would-be goat owners must get a conditional-use permit like a past landowner did to use goats as a way to keep non-native Himalayan blackberries at bay off McAndrews Road, Budreau says. If you happen to live within that agricultural district or your neighbor ended up with a permit to graze the goats, their slaughter is something governed by a state law, ORS 603.065. That law spells out that livestock must be slaughtered in humane fashion by people licensed by the state to do so.
