Oregon Road Conditions & Cams Email Story to a Friend March 8, 2006 Assault suspect nabbed Man wanted in Grants Pass and Nevada was picked up in Roseburg on Saturday By CHRIS CONRAD Mail Tribune GRANTS PASS — A fugitive who allegedly fractured a man’s skull during a fight over money earlier this month will face charges of assault and theft. James Andrew Sumpter, 40, was arrested Saturday in Roseburg after fleeing there to avoid Grants Pass police. On Feb. 4, a man with a severe head wound staggered into a McDonald’s restaurant at 1630 Allen Creek Road. The victim, later identified as 18-year-old Jasper Allen Paul Miller of Grants Pass, was treated at Rogue Valley Medical Center in Medford for a skull fracture. "He was lucky," said Grants Pass police Detective Enda Pierce. "They thought he was going to die at the hospital." During the investigation, Pierce learned the assault occurred at Schroeder Park. Sumpter, the manager of the motorhome parking area, had been drinking and doing drugs with Miller most of the day before the two fought over money, Pierce said. Advertisement Earlier that day, Sumpter allegedly stole a car from Friendly Motors at 1341 Rogue River Highway. He picked Miller up in the car and drove him to the motorhome park, Pierce said. After the assault, Sumpter loaded Miller in the car and intended to drive him to the hospital, Pierce said. He became scared and dumped Miller, who was bleeding profusely, off in a parking lot near the McDonald’s, Pierce said. Before he left town, Sumpter allegedly stole money from the motorhome park office. While hiding out at a friend’s house in Grants Pass in the days following the assault, Sumpter allegedly stole jewelry and electronic equipment before skipping town. Sumpter was arrested Saturday by Roseburg police on charges of possession of a controlled substance, harassment and a fugitive warrant out of Nevada. He fought with the officers before he was finally subdued, Pierce said. On Tuesday, Sumpter was charged by Grants Pass police with first-degree assault, vehicle theft, first-degree theft and second-degree theft. Pierce said Sumpter will face the drug charge in Roseburg before being shipped back to Josephine County to face charges relating to the assault.
