According to the OHA Mobile Food Unit Operation Guide, at their basic level, "mobile food units" are divided into four classes based their menus. Class I vendors can serve only packaged foods and are prohibited from dispensing ice or preparing food on the vehicle. Class II units can use hot and cold display areas for selling unpackaged food, but aren't allowed to prepare or assemble the food on the vehicle. Class III vendors can prepare and cook food on the vehicle as long as it's not a raw animal product, and Class IV vendors are allowed to cook and sell a full menu without restrictions. All mobile vendors Class II or above are required to have a hand-washing system with a minimum of 5 gallons of water and have their own water supply.
