Though Bear spends an estimated 20 to 30 hours per week tending to city affairs, plans in recent months to find work space at a "new" City Hall location were unsuccessful. "An office would have been nice, but I can work at home, too," Bear said. City administration and planning personnel are currently relocating to long-term temporary quarters within the city's former library on Second Street. Long time City Hall offices and council chambers were sold last year to Jackson County to make way for a new public library. The city took over ownership of the old library for its offices. The Phoenix Police Department has moved to a temporary building behind the former library and fire department. Over the past year, Bear's weekly duties as mayor have increased as issues have heated up with a new Home Depot under construction and the Fern Valley Road/Interstate 5 interchange rebuild being discussed. Councilman Terry Helfrich said Bear needs an office or at least a work station, but hiring a city administrator in coming months would help reduce the workload of Bear and other council members. "But to have a whole office sitting there and only being used part time, at least when we're so tight on space, isn't something we can do," he said. Tani Wouters, spokeswoman for the Phoenix Association of Business and Property Owners, said it is fiscally responsible for the mayor to do without dedicated office space. "This is a temporary facility, so I think, if there isn't enough money to do that, or there isn't room, it should wait," Wouters said. "Look at the mayor of Talent (Marian Telerski) — she worked out of a garage forever. It's good to put the city's best interest first. That would spark a lot of trust to know you're looking out for the city like that. Everybody's got to sacrifice." Buffy Pollock is a freelance writer living in Medford.
