CP council now fully staffed By BUFFY POLLOCK CENTRAL POINT � The city now has a fully staffed council, three new ordinances and three new budget committee members. Mayor Bill Walton appointed attorney Dennis Richardson to fill the at-large position vacated last month by ex-mayor Rusty McGrath, who retired to Mexico. Richardson, who has law offices in Medford and Central Point, said he was "excited to be part of City Council." Applications from three other residents were reviewed by council before a decision was made by Mayor Bill Walton: Michelle Christensen, Mike Quilty and Fred Schlacht. Richardson will serve the remainder of McGrath�s term, which expires Dec. 31, 2004. The council on Thursday passed on second reading three of four proposed new ordinances: An accessory structure ordinance governing placement and height limitations of detached structures and addressing which temporary structures are allowed. The Bear Creek Greenway ordinance, initiated by Jackson County to establish uniform rules along the Greenway. The telecommunications infrastructure ordinance, which regulates locations of new cell towers to the area surrounding the Interstate 5 interchange and Pine Street. A fourth proposed ordinance, written to protect old trees and require developers to plant trees in new subdivisions, was put on hold. Council members had asked Planning Director Tom Humphrey at a previous meeting to make clarifications to the ordinance pertaining to significant trees on private lands.
