Phoenix council taps Fawcett to fill term PHOENIX -- Former planning commissioner Matt Fawcett was appointed to a one-year position on the City Council Monday. Fawcett will serve through January 2001. The two remaining years of former councilman Dale Draper's term will be filled by a vote during the November 2000 general election. Before serving for several years as a planning commissioner, Fawcett served for two years on the budget committee. He is a private-practice attorney specializing in business and property law. The appointment leaves a vacancy on the planning commission. Mayor Larry Parducci is expected to appoint a replacement. Two positions are open on the parks commission.
