Photos of 32 predatory sex offenders will be posted online, along with their addresses, places of employment, descriptions of their vehicles and license plate numbers and information on how they committed crimes. "I want the public to have as much information on this as we can," said Danny Jordan, director of Community Justice. "It’s my philosophical belief that we should disclose this." Accessed through the county’s home page ( www.co.jackson . or.us), the Web site could be up and running as early as this week. The new site will feature only convicted predatory sex offenders supervised by the county’s parole and probation department. Advertisement An additional 16 convicted predatory sex offenders reside in Jackson County, but they are no longer supervised by local authorities. Their records are maintained by the Oregon State Police. A predatory designation results from a combination of factors, including the age and gender of victims, whether the perpetrator knew the victim or used violence and the offender’s history of similar crimes. Community Justice supervises a total of 419 sex offenders, most of whom are not predatory. An additional 423 convicted sex offenders in the county have completed their terms and are no longer supervised by local authorities. However, they are required to register with the state each year on their birthdays or when they move. The fact that offenders are listed on the county’s Web site does not mean they have violated conditions of their release, Jordan noted. The increased exposure, however, does allow the public to help officers monitor offenders’ activities, Jordan said. "If they know people know, then it holds them more accountable," he said. Residents can call Community Justice if they believe an offender has violated any court orders or conditions, such as being in a place frequented by children, Jordan said. The new Web link does not preclude Community Justice officials from conducting other forms of community notification, including canvassing neighborhoods, posting fliers at sex offenders’ homes or sending their information to the newspaper for publication, Jordan said. "We still may go door-to-door," he said. "We still may put signs in people’s yards." The Web site has been in the planning phase for about two years while lawsuits involving offenders’ rights to due process were pending elsewhere in the state, said Doug McGeary, assistant Jackson County counsel. An injunction issued in Multnomah County Circuit Court prevented Oregon State Police in 1999 from maintaining a Web page listing all of Oregon’s registered sex offenders, said Vi Beaty, manager of the agency’s sex offender registration unit. The injunction has since expired, she said. A bill now pending in the Oregon Senate would mandate that OSP maintain an online list of all the state’s predatory sex offenders not subject to supervision and other offenders deemed "high-risk," some 500 to 600 in all, Beaty said. OSP anticipates up to 2 million hits per day if the site were authorized, Beaty said. OSP now provides lists of sex offenders living within a particular neighborhood or town. Jackson County Community Justice does not offer this service.
