Gugliotta wins Sparky award Jackson County Fire District 3's fire marshal has been honored for his work in fire prevention. Lou Gugliotta, fire marshal for the district in White City, was presented the 1999 Golden Sparky award at the Oregon Fire Marshals' Association conference in Lincoln City on Thursday. The award is given to fire service personnel for achievement in fire prevention or public safety fire safety education. Gugliotta has been active in fire prevention since joining the district in 1982. SAFECO Insurance picked up the Silver Sparky Award, given to a person or corporation outside of a fire agency, for its "FireFree'' wildfire prevention program.
