Brugman, 92, passed away January 30, 2016 in the presence of family and friends. Born in Oak Park, Ill. on February 5, 1923 Frank was the fifth child of John and Bess Brugman. He attended Oregon State University until World War II began, when he transferred to Northwestern University and entered the Naval Reserve V-12 program. After graduation Frank served as an engineering officer aboard the aircraft carrier U.S.S. Princeton. Frank returned to Oregon State University for graduate studies where he met his future bride, Betty Johnson. They married in 1948 and had three sons, John, Jim, and Gary. Frank started out as a chemical engineer, then rose to president of U.S. Oil and Refining, then president of Oxnard Refinery. In 1985, he and Betty retired to southern Oregon. Frank, a lifelong clarinetist, joined the Rogue Valley Symphony, the Rogue Valley Opera, the Ashland City Band, and the Rogue Valley Wind Ensemble, which he founded. Betty predeceased Frank in 2009 after 61 years of marriage. Frank is survived by his three sons, John, Jim, and Gary; two daughters-in-law, Janet and Patti; five grandchildren, Karen, Diana, Sarah, Katie, and John. Funeral services will be held at Perl Mortuary in Medford, Oregon in late February. Cabot & Sons, Pasadena, Calif. Funeral Directors.
