The City Council on Thursday placed the $7 million Mountain Vista apartment proposal on a priority ranking that will put OnTrack in the running for funding from the Oregon Housing and Community Services Department. “More and more we are seeing that housing is essential to getting families system-independent,” said Rita Sullivan with OnTrack. She said the housing would be a valuable stepping stone for younger families who are attempting to get off social welfare programs. OnTrack wants the apartment complex at 1947 Stewart Ave. to be the first in the area in which seniors and families live together and help each other. Seniors could mentor young adults and their children, while young adults could provide support for the seniors. The Stewart Street project is a smaller version of a $28 million "Generations" complex that OnTrack wanted to build in east Medford in 2008, but which raised protests from neighbors. The idea is patterned after Generations of Hope in Rantoul, Ill., a community built on a former air force base that has been featured on television and in The New York Times. Sullivan said her organization is in competition with many other agencies throughout the state for the housing dollars. She said her agency applied unsuccessfully for the grants last year. The mix of seniors and families at Mountain Vista would be under close, round-the-clock supervision. OnTrack already has a 49-unit apartment complex next door to the proposed Mountain Vista site called Sky Vista. Sullivan said the individuals who would live at the apartment complex will have undergone a treatment program that includes testing and counseling. Case managers and others would closely scrutinize the residents to make sure they are following the rules. Rents will vary depending on income. A single person with a yearly income between $13,515 and $22,525 would pay from $298 to $496 per month. A family with an income between $17,790 and $29,650 would pay from $412 to $688 for a three bedroom apartment. Dave Toler, director of Senior and Disability Services for the Rogue Valley Council of Governments, said his agency would apply for a separate innovation grant that would add staff and programs to help both the seniors and the younger families. Toler said RVCOG supports the Mountain Vista project and believes it would be beneficial to people recovering from substance abuse, their children and seniors. “There is a great potential for developing strong role models,” he said.
