Jeannell Wyntergreen, a part-time planner for Phoenix since August, was promoted to a full-time planner by the city council at its meeting on Monday night. She is now the city’s long-range planner, planning-budget administrator and urban-renewal manager. Her co-planning director, Denis Murray plans to retire in the next year. In the meantime, Wyntergreen will inherit his budget duties, his transportation duties and, eventually, his office. "We’re very fortunate to have Jeannell because of her dedication to the planning process," said Phoenix Mayor Vicki Bear. "She eats, sleeps and breaths planning." Wyntergreen first worked in Phoenix’s planning department in 1998. At that time, she worked part time in Phoenix and part time in Rogue River. She has also worked in planning with the city of Medford and the Rogue Valley Council of Governments, she said. Wyntergreen, originally from North Dakota, received a degree in geography, with an emphasis on land- use planning, from what is now Southern Oregon University. She said she has been working as a professional planner since 1994. "It’s terrific having Jeannell on," said Councilor Terry Helfrich. "We are really fortunate to have someone that has so much heart. There is so much going on and it is such an exciting time (in Phoenix)."
