Charles Fodge, 35, is in the Jackson County Jail without bail on charges of animal abandonment and a probation violation stemming from a past drug charge, according to jail records. Police said Fodge had been evicted from his home in the 100 block of Washington Street about a week ago, as it was deemed uninhabitable by the city of Medford. Officers continued to check the residence to make sure no one was squatting there. On Saturday, they heard a dog crying inside and entered the house. They found an emaciated pit bull in the attic, along with a puppy that was nursing. There was no food or water and no way to get out. "The ribs (on the mother) were very visible," said Lt. Mike Budreau of Medford police. Jackson County Animal Care and Control took possession of the dogs and are nursing them back to health. Animal control officials were able to help police identify Fodge as the owner, police said. "They were familiar with the dog and knew Fodge to be the owner of the dog," Budreau said. At about 10:45 p.m. Monday, police tracked Fodge down at the intersection of Columbus Avenue and Prune Street. They interviewed him and arrested him. Police said he was carrying methamphetamine.  Animal control officials said the dog, named Baby Moon, and her puppy are eating and continue to improve.
