The speeds are in excess of 20 miles per hour,” said Shawn Float, who brought the issue to City Council April 1. The city’s Traffic Safety and Transportation Commission will discuss the situation when it meets at 3:30 p.m. Thursday, April 16, in City Hall, 110 E. Main St. In the meantime, some actions have already been taken. Talent police have increased patrols in the area and have issued citations for parking violations. South Second is 16 feet wide with no sidewalks. Pedestrians walk on the road or in adjacent rights of way. The street runs from Main Street for one full block and one shorter block, crossing Bain Street before ending at Wagner Street close to Talent Elementary School. “There are a lot of families walking their kids to school,” said Float. At other times people walk the road regularly, he said. City Manager Tom Corrigan found some residents had encroached on the right of way in various ways, narrowing travel space. Float said a sailboat has been parked in the same location for a year and a half. Citations were issued for people who parked diagonally in the right of way, said police Chief Mike Moran. A notice was sent to the owner of the sailboat requiring removal in a week. Vehicles and trailers may remain in the same spot for only 48 hours under city ordinance. Traffic probably increased on South Second because the new roundabout gives a more direct connection to other routes by going down Main Street rather than Wagner Street. The roundabout opened Sept. 2. A number of homes are situated in developments south of the Second and Wagner intersection. A single school-zone sign alerts southbound traffic that the speed is 20 mph from 7:30 a.m. to 5 p.m. At other times the limit is 25. Moran said the city plans to install a school-zone sign for northbound traffic. “They seem to drive a little fast for what a small street it is,” said Leia Pastizzo, who has lived on the street since June 2014. Officer Gail Schweizer counted cars and took speed readings six times from March 30 through April 1. Except for one half-hour period, all speeds were taken when the school-zone speed limit was in effect. From 2:30 to 3:30 p.m. March 30 there were 14 cars, with a high speed of 23 miles per hour. On March 31 from 8 to 9 a.m. there were 19 cars, with a high speed of 27 mph. From 11:30 a.m. to 12:30 p.m. there were 12 cars, with a high speed of 28 mph. From 4:30 to 5:30 p.m. there were 24 cars, with a high speed of 22 mph. On April 1 from 11:30 a.m. to 12:15 p.m. there were five cars, with a high speed of 22 mph.
