Mike Moran is able to run for partisan office when he is prohibited from doing so by a federal law called the Hatch Act. Since the city receives federal funding, my understanding is that this law prohibits him from running for partisan office. Lt. Moran should immediately resign from his office or remove his name from the ballot. -- Danna G., Ashland A good question, Danna, but Lt. Moran, who is running as a Democrat against Republican Sal Esquivel to represent Medford in the state House, says he's already checked it out and there's no violation. They'll square off in the November general election. According to the U.S. Office of Special Counsel, "The Hatch Act applies to executive branch state and local employees who are principally employed in connection with programs financed in whole or in part by loans or grants made by the United States or a federal agency." This does not apply to the lieutenant because his position isn't funded with federal money, Moran said. "I've been aware of the Hatch Act for years," he said. "I actually contacted the U.S. Office of Special Counsel and informed them of my situation. They said they were going to launch an inquiry, but called it off and told me the Hatch Act doesn't apply to me." Moran said he has been working on contract with the Medford police since he announced his retirement on July 1. Moran, also Medford School Board member, also has changed his final day working for MPD to May 31, a month earlier than originally planned.
