We live in the country outside the city limits of Central Point and there is a home in the area that has many, many dogs that all start barking and howling very early in the morning. The dogs are caged but are very noisy. — Kathy M., Central Point You are in luck, Kathy, there is a county ordinance that will help you out. The ordinance basically states that you cannot allow your dog to become a public nuisance, including barking or other noises that disturb neighbors. You can call Jackson County Animal Control at 774-6655 to report the problem. The county first talks to the owner, issuing a warning. If the problem continues, a citation is issued and a hearing is held. Most of the time the problem is resolved after the warning, but the county does issue one or two citations a month.
