Can a person indiscriminately shoot birds, or is it illegal to shoot any bird, other than starlings or pigeons, without a permit? — James H., Medford Just about every bird in Oregon has some form of protection by state or federal laws from indiscriminate shooting, except starlings, rock doves and house sparrows. Everything else is either off- limits to shooting or is regulated by state hunting seasons. There’s even regulated seasons for mourning doves and band-tailed pigeons. The rules are outlined in the Oregon Game Bird Regulations booklets available at most sporting-goods stores. Regardless of the hunting rules, there also are firearms rules to consider.
