Church may appeal JACKSONVILLE -- First Presbyterian Church leaders will meet Tuesday to decide whether to appeal to a state land-use board the City Council's decision to deny a conditional use permit for a new building. "We want to analyze it on different angles, how it will affect the church and our ministry, our service to God and people," said the church's pastor, the Rev. Larry Jung. "I think our elders have a lot of wisdom and I will respect their leadership," Jung said. The church's 12-member session, or board of elders, meets monthly to conduct regular church business, but they are holding a special session Tuesday with attorney John Hassen to discuss the church's next move. The Jacksonville City Council Tuesday signed a resolution denying First Presbyterian's conditional use permit for a new building on 10 acres bordering the Pheasant Meadows Subdivision. The church has the option of appealing to the state Land Use Board of Appeals, which listens to parties who disagree with city or county land-use decisions and then rules on the matter. If the Jacksonville City Council had approved the church permit, anyone who disagreed with the decision could have filed an appeal, including neighbors in the subdivision.
