Those who can utilize adjacent streams before the flow dries up had best do so at once. Those who can secure an extension of the canal system ought to put forth every effort to secure it. There is no use trying to conceal facts. The valley is threatened with another dry year—the third in succession, which has greatly lowered the normal water plane. The seasonal rainfall at Medford to date is 9.19 inches, against an average seasonal rainfall at this date of 17 inches. The precipitation at other points in the valley has been somewhat heavier, but then it always is, so that the comparison holds. The moisture that has so far fallen has fortunately all been absorbed. There has been no run-off. It is rapidly seeking its equilibrium by going downward into the very dry substratum, distributing a small per cent of moisture for some depth. The surface has already begun to dry rapidly from "depression and elevation"; that is, it is being lifted by evaporation and absorbed by the lower soil levels. The distribution of moisture to a depth of from three to four feet, from the precipitation we have so far had this winter, will necessarily be of small per cent. It cannot last long. In addition to evaporation, transpiration will take place when the plants begin to grow—and it will not take long to consume what moisture has fallen. Stating conditions as they are is not "knocking the valley." The truth about the valley is good enough. Representations should be based upon the truth. Misrepresentation, concealment, refusal to face facts, can never bring prosperity, only result in misconception and injury. Nature is again emphasizing the fact that irrigation for the valley is essential.
