Oregon Road Conditions & Cams Email Story to a Friend January 14, 2006 Planners again deny development modifications By JENNIFER SQUIRES for the Mail Tribune TALENT — After four rejections by the planning commission over proposed changes to his 52-lot Kamerin Springs development, Terry Buntin says he intends on taking the project before the Oregon Land Use Board of Appeals. The commission voted 4-0 Thursday against reducing the required space between houses and lot lines and allowing Buntin to average the building coverage over the entire development, instead of for each lot. "This was denied at the concept, this was denied at detail," Commissioner Teresa Cooke said before the vote. The commission also denied an appeal on the project. Buntin asked for the setback reduction when both the concept plan and detailed plan for the development between Highway 99 and Talent Avenue on the south end of town were approved by the planning commission. Both times, the request was turned down. Commissioners refused to hear an appeal in September, instead sending it to the City Council to determine whether the changes were substantive. The council ruled on Jan. 4 that the alterations were minor and returned the decision to the commission. Advertisement Builders have faced design difficulty within the 12.13-acre planned-unit development for months, said Buntin’s land-use lawyer, Mike LaNier. The developers are requesting the setback be altered from eight to five feet for the first floor of a two-story residence, but continue to have the second floor conform to the standards — creating a stair-step effect on some houses. The development was adopted with the standard eight-foot setbacks, although five-foot distances are allowed through the planned unit development process. "We’ve come to realize it really doesn’t work with the eight-foot setback," LaNier said. "Frankly, it doesn’t fit the goal my client has set for himself." Buntin would like to build craftsman-style homes that are at least 1,800 square feet. No appeal has yet been filed with LUBA. Jennifer Squires is a reporter for the Ashland Daily Tidings.
