Garfield not county property Is there a reason why the county won't do something about the condition of Garfield Street? I know the paved parts of Garfield are owned by the city of Medford, so why won't the county pave their part? Garfield is in such bad condition that you don't want to use it unless you absolutely have to. Isn't the county required to keep their roads in a reasonable condition? -- Tammy H., Medford Though part of Garfield Street is outside the Medford city limits, it is classified as a local access road. "That means it is not a part of the county road system, so it is not maintained by the county road department," said Jackson County Engineer Dale Petrasek. He said responsibility for such streets lies with property owners, who could form a local improvement district and share costs. Street improvements may occur if the area ever becomes part of the city. Petrasek said Medford's long-range traffic plan classifies Garfield as a major collector street.
