TO BE VOTED ON NOVEMBER 7TH *Note: This is a continuation of the article that ran on Oct. 7* Duties of Water Board The legislation creating a board of water commissioners for the city, to take form with the coming in of the new city administration at the first of next year, and to be appointed by the new mayor, provides for a board of five members, who shall serve without compensation. While the city council will have general supervision of the water department, under the new plan the management, control, operation, extension and improvement of the water system, and all future additions thereto, is vested in the water board. This board shall have power to establish rules and regulations for the sale, distribution and use of water, and to fix the rates. The terms of the five members of the board at first appointed shall expire in one, two, three, four and five years respectively after their appointment by the new mayor as soon as practicable after January 1st next. The members at first so appointed shall determine by lot their respective terms, and thereafter on January 1st of each year or as soon thereafter as may be, there shall be one member appointed to serve for a term of five years. The city treasurer shall be treasurer ex-officio of the board, and the city recorder shall be clerk ex-officio of the board. The city council shall have power to draw upon the city water fund for the purpose of making payments of interest on outstanding water bonds, and for no other purpose whatever, and shall have power to draw upon the sinking fund to be created by the new council for the operation and maintenance of the water department. The water board must make full reports to the city council of all its business transactions and the condition of the water funds once every three months. The board shall also possess such other rights and power with reference to the water system, and its improvement or extension, as may be from time to time conferred or imposed upon it by ordinance passed by the city council.
