These have no lights and the riders usually have no helmets. What are the rules governing the use of these vehicles? —Jon B., Medford The scooters are considered motor vehicles, so riders need to have a driver’s license if they take the scooters on roads or premises that are open to the public, such as parking lots. Young riders can ride on private property, such as yards or driveways. Scooters aren’t allowed on sidewalks but can use bike lanes, state law says. Helmets are required and if the scooter takes to the road during times of limited visibility, state law mandates appropriate lighting. Every scooter must sport a white light visible 300 feet in front of it, a red light or reflector visible 500 feet to the rear, and a white or yellow light or reflector visible 200 feet in front, the law says.
